Employment Status:
Full‑Time (40 Hours Per Week), Full‑Year, Non‑Exempt, and Union Position

Compensation: $21.97-$23.08 hourly rate plus benefits and a $500 new hire bonus

Family Service Associate (FSA)

The FSA manages a caseload of families and implements activities related to Early Head Start, Head Start, and State Preschool. Duties include recruiting eligible families, completing enrollment applications, entering data into the database, and supporting families throughout the school year. Weekend and evening work may be required for recruitment and outreach in low‑income neighborhoods.

Key Responsibilities
  • Enter and track child and family data accurately and in a timely manner.
  • Review assigned family files to verify correct database entry.
  • Conduct home visits as needed for attendance concerns, recruitment, enrollment, and goal completion.
  • Assess family needs and assist families in developing skills to meet their goals.
  • Provide ongoing enrollment support and parent orientations.
  • Research community resources and establish relationships with local agencies (e.g., dental clinics, medical clinics, shelters, food banks).
  • Conduct health screenings: collect, maintain, and update immunizations, physical and dental forms, and laboratory results (Lead testing) per child within required timelines.
  • Educate parents on the importance of regular physical and dental examinations.
  • Maintain a master list of students per licensing regulations, updating when children enter or leave the site.
  • Inventory and refill first aid kits on a monthly basis.
  • Complete assessments (height, weight, hearing, vision) for all children in the caseload within 45 days of their start date.
  • Canvass neighborhoods to recruit eligible families; walk required.
  • Collect necessary paperwork for eligibility verification: birth certificate, proof of address, and income documentation.
  • Conduct recruitment, pre‑enrollment, and enrollment activities to maintain full enrollment.
  • Work evenings and weekends for events and community outreach as needed.
  • Travel to various sites across Los Angeles County, including Boyle Heights, Echo Park, Hollywood, Lincoln Heights, and Pasadena.
  • Collaborate with other FSAs for recruitment purposes.

Qualifications
  • High school diploma or GED with a Family Development Credential.
  • Associate degree preferred but not required.
  • One year experience in a social services setting or as a current/former Head Start parent.
  • Experience in a preschool setting is a plus.
  • Data‑entry skills and ability to handle multiple tasks simultaneously.
  • Strong communication skills and knowledge of family engagement strategies, outcomes, needs, partnerships, dynamics, community resources, and social services/programs.
  • Bilingual in English and Spanish.
  • Child Plus experience preferred but not required.
  • Experience with virtual platforms (Zoom, Google Meet, Go To Meeting ).
  • Proficiency in Microsoft Office, Windows, and internet applications.
  • Valid driver's license, automobile, and insurance (for travel).
  • Family Development Credential must be completed per LACOE guidance.
Special Requirements
  • Eligibility verification through I‑9 and proof of identity documents.
  • Medical examination including tuberculin skin test or chest X‑ray and proof of immunizations (Influenza, Pertussis TDAP, Measles).
  • Fingerprint clearance from DOJ, FBI, and CACI before starting work.
  • Reliable transportation or automobile with adequate insurance.
Physical Demands

Stand, walk, lift up to 25 pounds, reach, stoop, kneel, crouch, or crawl frequently. Reasonable accommodations may be provided for disabilities.

Work Location

Foundation for Early Childhood Education, Inc. – Main office in Pasadena with multiple sites across Los Angeles County (Boyle Heights, Echo Park, Hollywood, Lincoln Heights). The FSA may be assigned to any of the agency’s HS/EHS/SPS sites.
