SWCA Environmental Consultants is expanding our Southern California Restoration Planning and Natural Resources team and looking for dynamic individuals who is interested in following their passion in delivering the highest-quality project work. Specifically, we are seeking a highly experienced on-call environmental planning and regulatory professional to provide strategic technical expertise for complex projects involving CEQA compliance, environmental review, natural resource planning, habitat conservation planning, mitigation program development, restoration implementation, and multi-agency coordination.

The Strategic Environmental Planning & Regulatory Technical Advisor [HR

Title:

Ecological Restoration Technical Advisor] will support a variety of environmental projects with a heavy focus on office work as well as select local field work. Work hours may vary depending on project needs and skills. On-call staff are requested for work as it becomes available and are free to accept or refuse the work based on their schedule. As our Restoration and Natural Resources team continues to grow, additional opportunities for advancement and/or transition to a regular, full-time position will be available.

Travel, including overnight stays, may be required for this position. Fieldwork will primarily be located in the southern California region.

What you will accomplish
  • While working in a multi-discipline team, you will be collaborating with botanists, wildlife biologists, soil scientists, geomorphologists, landscape architects, hydrologists, restoration engineers, and planners.
  • Provide technical expertise and guidance to support projects including permit packages, environmental planning documents, feasibility assessments, survey planning, biological monitoring, restoration planning, general reporting, visual presentations, and overall project management.
  • You will have a passion for natural resources, the capacity to learn, the desire to challenge yourself by developing new approaches and strategies, and communicate with team members and clients (verbal and writing)
  • Lead and manage complex environmental planning and regulatory compliance projects involving CEQA, land use, habitat conservation, and infrastructure planning.
  • Provide strategic guidance on environmental review, permitting pathways, biological mitigation, and environmental risk management.
  • Support habitat conservation planning (HCP/MSCP) and mitigation program development and implementation.
  • Coordinate with regulatory agencies including CDFW, USFWS, RWQCB, USACE, and local jurisdictions.
  • Develop and review environmental documentation, regulatory strategies, and technical reports.
  • Mentor staff and support multidisciplinary team collaboration.
Experience and qualifications for success
  • Bachelor’s degree in Biology, Ecology, Environmental Science, or related field.
  • 15+ years of experience in environmental planning, regulatory compliance, habitat conservation, restoration, or related fields.
  • Extensive experience with CEQA and environmental permitting compliance and environmental review processes.
  • Strong understanding of regulatory frameworks and permitting.
  • Excellent communication and organizational skills.
  • Experience preparing complex planning and technical documents.
  • Proven ability to work as part of a multidisciplinary team.
  • Strong organizational, communication, and analytical skills as well as ability to multitask.
