• Lead the generation of cost/price detail for highly complex competed proposals, Task Plans, ROMs, what-if exercises, etc., through the use of JPL approved pricing tools and proper application of JPL s published rates and factors.
• Lead major sections of internal and external audits; conduct analysis of cost information in support of customer and JPL management reviews.
• Perform compliance reviews to ensure alignment with internal and Government regulations; review adequacy of supporting cost detail (e.g., Basis of Estimates) and obtain required approval of pricing detail for submittals that could commit the Laboratory.
• Provide support and leadership to engineering and business functions to ensure completeness of estimating for labor, materiel and subcontracted efforts in proposal planning and task orders; perform cost analysis on subcontract proposals.
• Lead and participate in peer reviews, provide concurrence and approval of pricing products; train personnel on cost estimation and proposal-related topics.
• As a team leader, be accountable for team results on multi-functional and/or multidisciplinary projects; manage performance standards, budget and schedule; work with limited direction and have latitude to approve deviations from established policies and procedures.

• Typically requires a Bachelor s degree in business or related field with a minimum of 9 years of related experience; or a Master s degree in similar fields with a minimum of 7 years; or a PhD in similar fields with a minimum of 5 years of related experience.
• Advanced knowledge in one or more of the following areas: proposal pricing, cost estimating, government contracting (FAR), project life cycles, and project milestones.
• Advanced understanding and wide application of advanced principles, theories, concepts and techniques in proposal pricing, estimating and government contracting (FAR) in applicable industry and/or academia.
• Advanced written and verbal communication skills; ability to conduct meetings, convey complex pricing concepts to all levels of personnel, and communicate with both technical and business personnel.
• Excellent working knowledge of Microsoft products including Pro Pricer, Excel, Word, PowerPoint.

• Experience in a project environment preparing technical proposals.
• Experience with project reporting, contract administration, cost/schedule planning, cost analysis and cost estimating.
• Experience with estimating, costing and scheduling of large space mission systems/subsystems elements and small instrument builds.
• Knowledge of Laboratory policies and procedures, NASA policies and procedures, and government regulations across a range of applications.
• Experience with forming as well as leading teams.
