Overview

Under the direction of the Assistant Superintendent/Vice President of Business & Administrative Services, this position will serve as the District's Chief Financial Officer and manage all fiscal services operations, including accounting, budgeting, payroll, and student business services. The officer will prepare financial schedules, file required federal, state, and industry-related tax reports, and coordinate internal and external financial reporting documents.

Responsibilities
  • Plan, organize, direct, and manage the District's budget administration activities and functions; oversee the development, implementation, and enforcement of budget processes, policies, and procedures, and provide recommendations to senior administration and the Board of Trustees.
  • Direct the preparation, review, integration, and analysis of accounting, financial, and management reports for executive management, the Board of Trustees, and regulatory bodies.
  • Supervise the District's general ledger, accounts payable and receivable, cash management, payroll, and student business services.
  • Manage financial aid and other federal program disbursements and drawdowns.
  • Ensure compliance with grant regulations, review new proposals, and oversee grant financial reporting.
  • Maintain the integrity of fiscal records and direct cash flow analysis.
  • Coordinate annual audits, develop policies for all funds, and ensure compliance with GASB and GAAP.
  • Oversee all banking services, prepare consent items for Board approval, and archive documents.
  • Direct tax responsibilities and compliance with federal, state, and local regulations.
  • Co‑chair the District Budget and Resource Allocation Standing Committee and provide strategic analysis to the College Council.
  • Perform additional duties as delegated by the Assistant Superintendent/Vice President.
Minimum Qualifications
  • Bachelor's degree, or equivalent, in Finance or Accounting.
  • At least eight years of financial or accounting management experience at a higher education institution, a not‑for‑profit, or a public accounting agency, with at least four years of management experience.
Desirable Qualifications
  • Master's degree in Finance, Accounting, or Business Administration.
  • Certified Public Accountant (CPA) certification.
  • Experience in an academic institution or public agency.
  • Experience working in a community college within the State of California.
  • Experience administering federal, state, or local grants.
  • Demonstrated experience conducting three, five, or ten‑year budgetary projections.
  • Strong analytical skills.
