Disabled Student Programs and Services (DSPS) funding in the California Community Colleges is provided through state categorical allocations to support students with disabilities in achieving equal access to education.

Under general direction from the Dean of Student Wellness and Support Services, the Director, Lancer Accessibility Resource and Services (LARS) (formally known as DSP&S) oversees the daily operations of the department. Responsibilities include integrating LARS into college instruction and services, coordinating academic adjustments and auxiliary aids, ensuring compliance with legal obligations regarding students with disabilities, and budget planning. The Director will also manage support staff to provide services and instruction for students with disabilities, per Title 5, section 56048 of the California Code of Regulations.

  • Manage and participate in the development and administration of the LARS annual budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary.
  • Provide leadership and direction and assume management responsibility for LARS.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for LARS; recommend, within District policy, appropriate service and staffing levels; recommend and administer policies and procedures.
  • Ensure that District polices and procedures are properly written and implemented and that they comply with applicable State and Federal laws and regulations.
  • Respond to and resolve difficult and sensitive inquiries and complaints.
  • Directly manage all aspects of employee lifecycle including recruitment, transfers, suspensions, layoffs, recalls, promotions, terminations, task assignments, performance evaluations, rewards, disciplinary actions, and grievance resolution, ensuring adherence to company policies and legal requirements.
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; conduct needs and instructional program analysis; assess and monitor workloads, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the supervising Dean; direct the implementation of improvements.
  • Serve as a liaison for LARS with other District divisions, and outside agencies; negotiate and resolve significant and controversial issues.
  • Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to DSP&S policies and procedures as appropriate.
  • Oversee student records; ensure that records are complete and confidentially maintained.
  • Plan, coordinate, and conduct an external Community Advisory Committee to obtain input from community resources for planning and development of future DSP&S programs.
  • Serve as consultant to the District regarding recommendations for implementation of universal accessibility standards.
  • Develop, apply, and evaluate effective approaches to implement the policies of the District relating to program and workforce diversity in order to fulfill the core academic mission of the
  • Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of disability programs.
  • Coordinate and schedule all appropriate credit and non-credit DSP&S offerings on the College campus and at off campus sites.

Minimum Qualifications

Education and Experience:

  • A Master's degree from an accredited college/university and must meet the minimum qualifications for a DSP&S counselor or instructor set forth in Section 53414(a) through (d) or meet the minimum qualifications for an educational administrator set forth in Section 53420.
  • Three years full-time experience or the equivalent within the last four (4) years in one or more of the following fields:
  • Instruction or counseling or both in a higher education program for students with disabilities;
  • Administration of a program for students with disabilities in an institution of higher education;
  • Teaching, counseling, or administration in secondary education, working predominately or exclusively for programs for students with disabilities; or,
  • Administrative or supervisory experience in industry, government, public agencies, the military or private social welfare organizations in which the responsibilities of the position were predominately or exclusively related to persons with disabilities.
