Reporting to the Superintendent/President, the Executive Director of Institutional Effectiveness and Planning provides strategic leadership for integrated planning, program evaluation, and institutional research to advance institutional effectiveness, continuous improvement, and accountability. This includes aligning unit-level goals, actions, metrics, and responsibilities with the College’s Strategic Plan and Board of Trustees’ goals and ensuring evidence-based decision-making throughout the District. The Executive Director also supports grant development and stewardship by providing data analysis, evaluation design, performance measures, and outcomes reporting aligned with institutional priorities.
The Executive Director coordinates institutional data submissions to state, local, and federal agencies; provides leadership and guidance for institutional accreditation and program-specific accreditation; and collaborates with internal and external stakeholders conducting research and evaluation projects for the District. This role supports students, faculty, administration, and the college community by managing integrated planning and research, and reporting functions and by providing regular analyses and updates to the Superintendent/President, Board of Trustees, and Executive Committee.

Provides guidance, coordination, and leadership for institutional research, including research design and methodology, statistical analysis, and data interpretation; develops evidence-based recommendations and actionable strategies; prepares detailed technical research, evaluation, and planning reports; and supports faculty, administrators, and staff in designing research instruments for data collection and assessment.Monitors and analyzes college performance and planning information, including Integrated Postsecondary Education Data System (IPEDS) submissions, California Community Colleges Chancellor’s Office (CCCCO) metrics, outcomes and assessment results, demographic trends, and enrollment management data.Advises on research design, statistical analysis, and data interpretation for use in all college decision-making processes.Represents the District and participates in assigned campus, regional, and state committees; participates in professional development opportunities; and models continuous learning and improvement.Provides leadership in the collection, analysis, interpretation, use, and dissemination of institutional data.Oversees Board policies and administrative procedures to ensure compliance with all relevant regulations and laws.Serves as the college’s Accreditation Liaison Officer (ALO) and manages the college’s accreditation activities, facilitates the preparation of annual, midterm, 8‑year evaluations, substantive change reports, and other required reports for submission to the Accrediting Commission for Community and Junior Colleges (ACCJC).Designs, implements, and analyzes surveys to support and evaluate institutional planning, program review, shared governance, and other college-wide decision-making processes.Supports grant proposal development and leads grant evaluation activities, including research design, data collection tools and instruments, analysis planning, and dissemination of findings to meet funder requirements and inform decision-making.Prepares and delivers presentations on issues relating to institutional effectiveness.Prepares the college’s 320 report and assists in the annual development of Full-Time Equivalents (FTES) projections.Monitors college information such as IPEDS data, CCCCO data metrics, outcomes and assessment data, demographic data, and enrollment management data.Leads the planning, organization, and direction of efforts to establish an integrated strategic plan.Optimizes the use of district resources in support of student success.Provides direction and support in the design, prioritization, and implementation of ongoing and ad‑hoc…
