Environmental Health & Safety, Hazardous Materials

Job Summary
Responsible for planning, developing, implementing, and overseeing multiple facets of the AACPS Environmental Health and Safety Program. Serves as the AACPS Asbestos Hazard Emergency Response Act (AHERA) Designated Person, responsible for scheduling, coordinating, supervising, and inspecting contractors and authorized persons in asbestos inspection, testing, removal, encapsulation, air monitoring, and reporting. Acts as primary contact for hazardous materials testing and removal projects, ensuring compliance with federal, state, and local regulations and safety procedures.

Responsibilities
  • Serve as asbestos project manager—establish work priorities, schedule, assign and coordinate all project work and activities; select and issue proper documentation for testing, abatement, construction, encapsulation, and air monitoring.
  • Develop, coordinate, collaborate with, and procure environmental health and occupational safety programs, including inspections of facilities and work practices to identify potential health hazards and assist with corrective actions.
  • Participate in routine safety inspections, safety committee meetings, and accident investigations to identify environmental, health, and safety deficiencies and contribute to corrective efforts.
  • Work daily with AACPS employees, contractors, and authorized personnel to ensure compliance with safety rules and regulations; visit project sites to inspect work in progress or finished work and notify supervisors of any non‑conformance or violations.
  • Maintain compliance with federal and state legislation and regulations, including Clean Water Act, Clean Air Act, Toxic Substances Control Act, National Emission Standards for Hazardous Air Pollutants, OSHA, Resource Conservation and Recovery Act, and AHERA.
  • Maintain school records regarding suspect asbestos or other hazardous materials; sample, document, and forward samples to certified testing laboratories; provide documentation after results have been received; determine extent of damage or potential for fiber release.
  • Develop and maintain interdepartmental communications with Divisions of Maintenance, Operations, Planning Design and Construction, and school administrators/staff regarding asbestos and hazardous material issues, including corrective measures and abatement projects.
  • Perform other related duties as assigned within the same classification or lower.
Minimum Qualifications
  • Education: Bachelor's Degree in Safety Engineering, Environmental Sciences, Occupational Safety and Health, or applicable field from a regionally accredited college or university. Equivalent combination of education and experience is acceptable.
  • Experience: Three (3) years in asbestos-related field (required). Three (3) years scheduling, coordinating, and inspecting maintenance or construction work projects/activities (preferred). One (1) year experience and knowledge of HVAC systems (required). Equivalent combination of education and experience is acceptable.
  • Knowledge, Skills and Abilities: Ability to read and interpret drawings and specifications; knowledge of building investigations & inspections; effective public and community liaison skills; knowledge of hazardous materials regulations and “The Right to Know Law”; physician‑approved medical examination; ability to wear appropriate respiratory protection; effective communication with diverse populations; proficiency with business technology applications (Microsoft Office, Video/Web Conferencing).
Licenses and Certifications
  • Within 180 days of hire, obtain AHERA Inspector, Management Planner, Supervisor, and Project Designer licenses from Maryland Department of the Environment (required).
  • Hold or be eligible for CIH (preferred), CSP (preferred), QEP (preferred), or CHMM (preferred).
  • Driver’s License (Class C Non‑Commercial) and good driving record required; reliable transportation required.
