Position: Project Management Specialist I-III

Overview

Performs project management specialist work for Department projects. Work includes coordinating the development, implementation, maintenance, and support of the Critical Path Method (CPM) for Department projects, and providing support for resource leveling, priority development, project analysis, reporting, and training. Works directly with the project manager to help define the project’s goals and objectives. Work requires extensive contact with department staff, governmental agencies, and private entities.

Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties

Project Management Specialist I

  • Assesses and reports actual project progress versus planned progress to determine trends and variances.
  • Ensures proper schedule controls are appropriately implemented and maintained.
  • Monitors and reports on major milestones for the program portfolio.
  • Reviews detailed project schedules to ensure compliance with Department policies, practices, procedures.
  • Prepares special reports by researching, collecting, analyzing, and summarizing information and trends.
  • Plans, develops and maintains detailed project schedules and facilities on-time completion of projects with the optimal level of resources available.
  • Performs project monitoring and data collection to determine if a project is progressing according to budget.
  • Assists in the change management process by evaluating the reason for the change to the project schedule, processing the Change Order request, and revising the project schedule baseline.
  • Coordinates project meetings and conducts presentations.
  • Performs other job responsibilities as assigned.

Project Management Specialist II

  • Plans, develops, maintains, and makes recommendations concerning detailed project schedules and facilitates on-time completion of projects with the optimal level of resources available.
  • Analyzes schedule trends, determines risks and supports management in evaluating options for corrective action.
  • Monitors and reports on major milestones for the program portfolio.
  • Resolves discrepancies by collecting and analyzing information.
  • Performs project monitoring and data collection to determine if a project is progressing according to budget.
  • Assists in conducting project audits, managing project schedules, and analyzing progress reported against the work schedules.
  • Assists in the change management process by evaluating the reason for the change to the project schedule, processing the Change Order request, and revising the project schedule baseline.
  • Assists in updating and evaluating the accuracy of the project forecast by assessing the actual cost incurred and physical progress achieved for all phases of the project.
  • Coordinates project meetings and conducts presentations.
  • Performs other job responsibilities as assigned.

Project Management Specialist III

  • Identifies risks, assesses their impact on projects and develops contingency plans to mitigate potential impacts.
  • Conducts and makes recommendations concerning project audits, manages project schedules, analyzes progress reported against the work schedules and recommends actions to improve progress.
  • Updates, evaluates, and makes recommendations concerning the accuracy of information.
  • Oversees the change management process by evaluating the reason for the change to project schedule and budget, processing the Change Order request, and revising the project schedule and estimate baselines.
  • May serve as a lead-worker by serving as a resource for complex questions; presenting workflow and operational updates for the supervisor/manager; providing input on team members' career conversations; and approving leave requests to ensure operations coverage.
  • Performs other job responsibilities as assigned.
Minimum Qualifications

Education
:
Project Management Specialist I-III:
Bachelor’s degree in a related discipline. Relevant work experience may be substituted for degree on a year-for-year basis.
