Job Overview

The Safety Engineer is the plant‑wide expert on safety and fire protection, responsible for implementing and enforcing OSHA and NFPA standards, managing the OSHA Voluntary Protection Program, and advising site management on regulatory compliance and best practices. The role leads the Emergency Response Team, oversees the security workforce, and develops programs to meet legal requirements for emergency response.

Responsibilities
  • Accountability 1:
    Safety and IH Support
    • Develop and implement site safety and IH procedures.
    • Assess new technologies and practices to reduce risk.
    • Analyze safety trends and recommend improvements.
    • Develop contractor safety management programs.
    • Coordinate audits (20 Principles, VPP recertification, Operation Audits).
    • Review and approve new chemicals as SME.
    • Manage safety programs such as SME for new chemical approvals.
  • Accountability 2:
    Audit and Program Management
    • Assist and/or conduct risk assessments, compliance assurance audits, and incident investigations.
    • Provide health and safety expertise in projects and maintenance planning.
    • Manage audits for OSHA Voluntary Protection Program and other insurance audits.
    • Deliver safety communications for site meetings.
    • Lead or assist with incident investigations, MOC and PSSR.
    • Lead special projects for safety improvement initiatives.
  • Accountability 3:
    Compliance Innovation
    • Perform incident/injury trend analysis.
    • Advocate for emerging safety issues.
    • Ensure site compliance with INEOS and regulatory requirements such as OSHA.
    • Review and improve safety systems such as work permits and JSA.
  • Accountability 4:
    Community Relations
    • Maintain relationships with government personnel, community leaders and industry groups.
    • Participate in industry associations to benchmark and share best practices.
  • Accountability 5:
    Emergency Preparedness
    • Maintain site ERT staffing levels and training.
    • Coordinate training and drills for ERT and incident management teams.
    • Manage specific threats such as bomb threats and inclement weather preparation.
    • Oversee operation and maintenance of emergency response equipment.
    • Conduct inspections and audits to improve preparedness.
    • Lead and participate in investigations as required.
  • Accountability 6:
    Workforce Stewardship
    • Oversee technicians supporting emergency preparedness programs and equipment.
    • Conduct performance reviews and workload prioritization.
    • Mentor, coach, motivate, and evaluate the team.
    • Maintain morale of the voluntary ERT.
Qualifications
  • Bachelor’s degree in engineering, health & safety, industrial hygiene, or related field.
  • 6+ years Occupational Safety & Health experience with manufacturing experience in a chemical facility or refinery.
  • Board‑Certified Credentialed Safety Professional (ASSP).
  • Experience as a firefighter, HAZMAT and Rescue Technician.
  • Knowledge of petrochemical safety, fire protection systems, and emergency response techniques.
  • Experience developing and implementing manufacturing site health and safety procedures.
  • Understanding of project management and basic safety and environmental management systems.
  • Advanced knowledge of fire protection systems such as deluge and fire detection.
  • Leadership, teamwork, initiative, problem‑solving, tolerance to high stress, strong verbal and written communication skills, and effective presentation skills.
Physical Requirements

• Exerting up to 20 pounds of force occasionally and up to 10 pounds frequently to move objects.

• Work inside and outside the plant, exposed to extreme heat, cold, noise, vibrations, and hazardous atmospheres.

• Must meet visual and hearing requirements for written documents, computer screens, and oral communication.
