BUSINESS CONTEXT:
Ethylene oxide (EO) is an important building block for the preparation of a wide variety of EO derivatives (EODs), including various surfactants, as well as a host of other chemical intermediates including Glycol Ethers, Polyethlene Glycols, Ethanolamines, and Alkyl Alkanolamines.

INEOS Oxide is one of the world's leading producers of Ethylene Oxide (EO) and Ethylene Oxide Derivatives (EODs). We currently have a total EO and EOD capacity of 920 kta spread across five different production units throughout Europe and the US. These units have leading cost economics, due to economies of scale, state-of-the-art technology, strategic locations, etc. Our EO project in the US is targeting the fast-growing merchant EO market, building on our experience and leadership position in Europe.

Purpose of the Job:
The Safety Engineer serves as plant wide subject matter expert on all safety related issues, including implementation and enforcement of all applicable OSHA standards, managing OSHA Voluntary Protection Program and is responsible to advise site management regarding site wide regulatory compliance and implementation of industry best practices as they relate to all workers and process safety issues. The position also facilitates guidance for contractors and supports the site employee safety team.

Assists with emergency preparedness and responses. Coordinates with site security and contract workforce with preparedness tactics for risks and liabilities associated with emergencies and Homeland Security. In addition to maintaining industrial hygiene programs, organizing site and employee monitoring

The Safety Engineer and Industrial Hygienist is responsible for safe and effective operating discipline and procedures to include IGGN's. The Safety Engineer and Industrial Hygienist is responsible for maintaining the plant SHE assets and protective systems integrity and to deliver established SHE goals set by the business. Must be able to inspect work areas in assigned units. This task involves but is not limited to walking, bending, squatting, kneeling, knee standing, climbing, working in tight and confined spaces, reaching, grasping, and climbing to various heights.

The Safety Engineer and Industrial Hygienist would generate a report pertaining to the findings regarding the inspection.

Responsibilities and Accountabilities

Accountability 1: SHE

Promoting and developing site-wide safety programs to achieve a safe work environment, strong safety performance and regulatory compliance by being engaged at the shop floor level and leading. Advises on a range of areas, e.g. safety, health, security, emergency response, As-Care and improvement opportunities.

  • Supporting the line organization and plant functional teams via direct involvement in routine and non-routine activities, creating a safer work environment.
  • Reviewing, developing and implementing site Safety procedures and programs to include IGGN's.
  • Annually review existing content, develop new and present training through computer-based methods or as the instructor.
  • Evaluating and implementing new software, technologies and practices to reduce the risk of injuries/illnesses, and evaluating trends for site performance on safety system elements to make recommendations for continuous improvements.
  • Develop and implement contractor safety management programs, including routine contractor safety approvals, contractor on-boarding and site credentials.
  • Develop and implement site specific training, for contractors and visitors, to be displayed at the HASC and onsite.
  • Coordinate audits to support 20 Principles, VPP recertification, As-Care, Insurance, PSM and Life Critical Audits.
  • Responsible for maintaining the SHE plant assets and protective systems integrity.
  • Support PSM and Environmental efforts including Process Hazard Analyses (PHAs), Management of Change process, Risk Assessments, Design Safety Reviews, and incident investigations.
  • Understand and lead by example for all safety programs to include "Stop Work Authority".
  • Participate and/or facilitate incident investigations.
  • Routinely collect, report, and address SHE KPI's.
  • Complete all assigned action items from PHAs, incidents, audits, etc in a timely manner and keep status and plans for action items updated.
  • Adhere to and uphold all safety policies, IGGN's and regulatory standards.
  • Observing, coaching and evaluating personnel in work areas.
