Job Duties and Responsibilities

Candidates will be considered for the position level and salary range appropriate to their education, experience, and ability to perform specific position related requirements. Electrical Engineer

Implements projects to replace aging overhead and underground equipment to improve the reliability of the District's electric system, and assists in substation, transmission, and distribution system design.

  • Perform engineering design for assigned distribution and transmission line projects. Prepare bid documents, review submitted bids and make recommendation for contract award. Work closely with other departments, utilities, public agencies, construction crews, and warehouse personnel to ensure projects are completed and timelines are met. Monitor project costs to confirm adherence to project and District budgets. Reconcile jobs after completion for accurate asset tracking.
  • Coordinate and direct the District's construction crew contract. Inspect constructed lines and facilities to ensure compliance with specifications and drawings. Maintain construction records and approve billings. Perform project closeout prior to final acceptance of work to ensure compliance with District requirements.
  • Assist in the development of annual work programs for repair, maintenance and construction of District's electric facilities. Work closely with other departments in development of District procedures and work processes, strategic or department work plans, and engineering and finance requirements for construction work plans.
  • Work with the Engineering Department as directed to produce system studies, feeder modeling, load flow, voltage, fault current, var flow and loss analysis. Design and analyze protection settings and coordination, SCADA, AMR, grounding systems, control circuits and electrical equipment. Work to solve and prevent problems related to customer interface, including motor start, harmonic loads, and other power quality problems.
  • Assist in identifying and implementing system improvement projects to ensure efficient, safe, and reliable operation of District substations, transmission and distribution facilities. Performs engineering design, economic evaluations, and evaluates environmental impact. Recommends action, implementation, and project management.
  • Provide engineering support to District employees and commercial, irrigation and industrial customers. Review and recommend system design to engineering personnel to ensure proper design of District facilities.
  • Develop District engineering design standards, construction standards, and material standards. Investigate and suggest improvements to electrical equipment, systems, and processes for the purpose of increased production, reduced cost, or improved maintainability. Determine electrical and mechanical requirements of equipment and material.
  • Participates in on-call standby rotation to assist with outage management response. Maintains knowledge of SCADA and mapping systems.
  • Professional behavior:
    Understands and follows District/supervisor expectations regarding professional appearance, attendance, punctuality, scheduled and unscheduled time off, and appropriate use of District time, equipment and resources. Maintains a record of attendance and availability necessary to provide adequate support to the department.
  • Performs other duties as assigned.
  • System Engineer

    Performs electrical system studies, planning, and the design of transmission and distribution systems to meet the needs of the District and improve operating efficiency.

  • Produce system studies, feeder modeling, load flow, voltage, fault current, var flow and loss analysis.
  • Design and analyze protection settings and coordination, Supervisory Control, and Data Acquisition (SCADA), Advanced Meter Infrastructure (AMI), Geographic Information System (GIS) mapping programs, grounding systems, control circuits and electrical equipment.
  • Determine voltage control settings, relay settings and equipment sizing. Review system operation to ensure adequate delivery voltage and operating ranges. Design and implement solutions to electrical system problems.
