Position: Fiscal Analyst 3 (2 Positions)
Columbia Basin College ("CBC" or the "College") seeks a Fiscal Analyst 3 to provide advanced accounting and fiscal support with a primary focus on general ledger integrity, account reconciliation, and financial accuracy across subledgers and reporting systems. This position independently performs complex accounting analysis, reconciliations, variance review, and month-end and year-end close activities in accordance with GAAP and applicable institutional, state, and federal requirements.

The position supports audit readiness, develops corrective action procedures, provides guidance and training to campus personnel, and collaborates with Accounting Services staff to support accurate and efficient financial operations. The Fiscal Analyst 3 reports to the Assistant Director for General Accounting.

* Perform complex general ledger and subledger reconciliations to ensure the accuracy, completeness, and integrity of financial data across ctcLink and related financial systems;

* Analyze and reconcile accounts related to cash, investments, bank transactions, accounts payable, accounts receivable, grants, travel, student finance, sales tax, assets, Building and Innovation fees, unrelated business income tax, and unclaimed property;

* Investigate and resolve accounting discrepancies and variances; prepare, review, and process journal entries, accruals, adjustments, and other accounting transactions in accordance with GAAP;

* Support and execute month-end and year-end close processes, ensuring assigned accounts are fully reconciled, appropriately documented, and audit ready;

* Monitor the accuracy of College accounting data and maintain internal controls to ensure compliance with institutional policies, state and federal regulations, grant requirements, and reporting standards;

* Conduct fiscal and administrative reviews of financial transactions, contracts, grants, and proposals to verify compliance, identify issues, and provide recommendations or corrective actions as needed;

* Prepare complex financial analyses, narrative statements, reconciliations, and reports to support operational, compliance, audit, and reporting requirements;

* Oversee and monitor electronic fund transfers, deposits, and related cash management activities to support accurate financial reporting and the effective management of College funds;

* Develop expertise in ctcLink financial modules and provide specialized accounting support for accounts payable, accounts receivable, grants, travel, and student finance functions;

* Conduct fiscal research, analyze financial and statistical trends, and evaluate accounting procedures to support process improvements and informed decision-making;

* Provide training, guidance, and mentorship to accounting staff and campus personnel regarding financial systems, accounting procedures, compliance requirements, and best practices;

* Maintain collaborative working relationships with College departments, the State Board for Community and Technical Colleges, local and federal agencies, vendors, and the public, and participate on College committees as assigned; and

* Perform other related duties as assigned.

* Bachelor's degree in Accounting, Economics, Business or Finance from an institutionally accredited college or university; and

* Two (2) years of relevant work experience in an accounting or bookkeeping position.

OR

* Associate's degree in Accounting, Economics, Business or Finance from an institutionally accredited college or university; and

* Three (3) years of relevant work experience in an accounting or bookkeeping position.

Preferred Qualifications

* Master's degree in Accounting, Economics, Business or Finance from an institutionally accredited college or university;

* Knowledge of governmental or non-profit accounting;

* Knowledge of sponsored programs and grants compliance and accounting; and

* Familiarity with Washington State accounting rules and regulations.
