Job SummaryThe Department of Natural Resources (DNR) Northeast Region seeks a Rights‑of‑Way Specialist (NRS
2) to support the Asset Management Specialist. The specialist will coordinate and prepare ROW agreements, evaluate land transactions, develop program goals, assist customers with ROW needs, and implement the regional trespass tracking.
- Coordinate and prepare Rights‑of‑Way (ROW) agreements
- Assist with evaluating and processing Land Transactions
- Assist with the development and review of ROW Program Goals and Objectives
- Assist internal and external customers with ROW needs
- Implement the Regional (property/commodity) Trespass tracking
- Associate’s degree in a natural resources‑related field AND two years of professional experience; OR an equivalent combination of education and/or experience
- Experience using computer applications such as Microsoft Office Suite and proprietary databases for documentation, information retrieval, and workload tracking
- Ability to utilize GIS to research and map ROW‑related issues and edit attributes
- Effective oral and written communication and collaboration with diverse customers
- Ability to negotiate acceptable terms with difficult parties
- Basic knowledge of Real Estate law for processing ROW documentation
- Basic knowledge of Real Property appraisal practices, SEPA documentation, and Land Transactions

- Adherence to laws, regulations, and public records retention requirements
- Duty station:
Colville, WA; mostly office with weekly to quarterly field trips to remote, rugged, steep, rocky sites; requires ability to walk over steep, uneven terrain in various forest environments and weather conditions - Occasional travel for field reviews, conferences, meetings, or training
- Valid driver’s license with two years of driving experience; no suspended or restricted license; driving is essential function
