Asset Manager – Rights of Way, Transactions, and Leasing - Natural Resource Specialist 4 (NRS4)

Full‑time, Permanent, Represented position (WFSE)

Location: South Puget Sound Region – Enumclaw, WA

Salary: $5,506.00 – $7,399.00 Monthly (includes general wage increase of 2% effective July 1, 2026) and additional 5% King County duty station pay.

Responsibilities
  • Independently support region and agency efforts to acquire, grant, and resolve easements, land transactions, and trespasses.
  • Serve as the agency expert on rights‑of‑way granting and acquisitions, ensuring projects on state lands meet trust obligations and applicable laws.
  • Research, coordinate, and prepare ROW agreements and land transaction documentation.
  • Assist internal and external customers with ROW needs and track responses to trespasses.
  • Collaborate with partners across real estate, contract law, forestry, engineering, agriculture, utilities, natural resources sciences, environmental law, and more.
  • Supervise and provide technical guidance to the Contract Specialist 1, managing SFP auctions, permits, and related activities.
Required Qualifications
  • Bachelor’s degree in natural resources, engineering, real property, or a related field AND two years of professional experience in right‑of‑way, land transactions, forestry, real property, contracts, engineering, or surveying (or equivalent combination of education and experience).
  • Experience planning, negotiating, budgeting, and collaborating with diverse customers and partners.
  • Experience evaluating complex proposals and agreements with significant financial, management, or operational ramifications.
  • Proficiency with word processing, Excel, proprietary databases, and document tracking.
  • Experience utilizing GIS to research and map ROW‑related issues and supervise edits.
  • Knowledge of real estate law for ROW documentation, real‑property appraisal practices, land use licenses, and land transaction processing.

Special Requirements and Conditions of Employment
  • Mostly office work, with occasional field visits to remote, rugged, steep, or rocky sites that may require off‑highway or foot access; field visits may occur year‑round and in all weather.
  • Occasional travel, generally no more than two overnight visits per year.
Desired Qualifications
  • Knowledge of DNR asset management and trust land management responsibilities.
  • Knowledge of Forest Practice Regulations and SEPA.
  • Additional education specializing in business administration, communication, or land management.
  • Experience managing assets across large forested landscapes with complex public interest.
