SUMMARYThe Application Analyst serves as the primary support, solutions developer, and process improvement partner for ESD 123's business operational systems. This role is responsible for maintaining, optimizing, and integrating key applications, including Laserfiche, Qmlativ (Skyward), Frontline Education, and other agency systems, while collaborating with stakeholders to design digital workflows, streamline processes, and implement effective system solutions that align with organizational goals and regulatory requirements.
ESSENTIALFUNCTIONS
- Act as the primary point of support for ESD 123's business operation systems, including but not limited to Laserfiche, Qmlativ, Frontline, Docu Sign, and related applications.
- Analyze, document, and map current agency workflows and business processes using industry-appropriate tools and methodologies.
- Collaborate with internal departments and stakeholders to identify opportunities for process improvement, automation, and digital transformation across multiple platforms.
- Design, develop, implement, and maintain workflows, forms, dashboards, integrations, and system configurations across Laserfiche, Qmlativ, Frontline Education, and other business systems.
- Develop clear and accessible documentation, training resources, and user guides; provide training sessions for staff on newly implemented processes or systems.
- Partner with IT staff to ensure proper system integration, data flow, security, and operational stability across applications and databases.
- Create and optimize SQL queries, stored procedures, and reports to support data needs and operational efficiency.
- Support digital forms, workflow automation, and document management initiatives across all agency platforms.
- Ensure that business processes and records management practices align with state and federal requirements, including Washington State Records Management guidelines.
- Assist in evaluating emerging technologies and identifying current and future system needs for ESD 123 programs and services.
- Support the design, implementation, and integration of customized solutions across business systems.
- Participate in cross-departmental and regional collaborative projects that require application, workflow, or process expertise.
- Maintain confidentiality and uphold all Board policies and procedures.

QUALIFICATIONSBachelor's degree in Computer Science, Information Systems, Business Administration, or related field preferred; equivalent experience or a combination of education and experience will be considered.
Experience with Qmlativ (Skyward) ERP, Frontline Education, and other K-12 business systems preferred.
Five (5) years of experience with SQL, including query creation, optimization, and stored procedures preferred.
Working knowledge of SQL Server and system administration required.
Experience supporting Enterprise Document Management Systems, preferably Laserfiche.
Experience designing, building, and maintaining automated workflow solutions across multiple platforms.
Preferred experience in a K-12 environment.
Experience building integrations between systems and data sources preferred.
- WSP/FBI background clearance required.
- Strong troubleshooting and problem-solving abilities with both applications and system environments.
- Ability to analyze business needs, gather requirements, and translate them into system or workflow solutions.
- Proficiency with Microsoft Office 365 and Google Workspace applications.
- Strong interpersonal skills; able to work effectively with cross-functional teams and diverse stakeholders.
- Ability to work independently, organize tasks, and manage multiple priorities.
- Excellent written and verbal communication skills.
- Demonstrated reliability, punctuality, and strong attendance history.
- Ability to maintain effective working relationships with management, staff, and district partners.
- Ability to build and sustain effective working relationships, including collaboration with co-workers, vendors, school district staff and administrators, ESD staff, board members, students, community partners, and the general public.
- Strong organizational, project management, and time-management skills, including the ability to work independently with limited supervision, manage multiple priorities and meet established timelines.
