Plans, organizes, manages, and evaluates City aquatics facilities, programs, and services. Provides leadership and direction for aquatics operations including staffing, safety, programming, facility operations, and regulatory compliance. Supervises assigned full-time, part-time, and seasonal staff. Works under general direction of the Parks and Recreation Director and exercises independent judgment. Additional job functions may vary due to department or City needs/requirements. Assignments may include but are not limited to:

  • Provides strategic leadership for the aquatics division, including long-range planning, service delivery models, and alignment with departmental and City goals
  • Manages daily operations of City aquatic facilities; oversees opening and closing procedures, staffing coverage, customer service, safety monitoring, and overall facility readiness to ensure safe, clean, and efficient operations for the public.
  • Plans, develops, implements, and evaluates aquatics programs and services; assesses community needs and participation trends, recommends new programs or service adjustments, and ensures programs are inclusive, accessible, and aligned with departmental goals.
  • Establishes division policies, operational standards, and service delivery frameworks consistent with City and departmental goals; ensures consistent application of operational standards, safety protocols, and customer service expectations across all aquatic facilities and programs.
  • Ensures compliance with applicable federal, state, and local health and safety regulations; coordinates inspections, maintains required documentation, and implements corrective actions to meet regulatory and risk management requirements.
  • Exercises full supervisory authority over assigned staff, including recruitment, hiring, training, scheduling, performance evaluation, discipline, termination, and approval of personnel actions in accordance with City policies. Establishes performance expectations; provides coaching and corrective guidance; and ensures accountability to operational, safety, and service standards.
  • Oversees lifeguard training, certification compliance, and emergency preparedness; ensures staff maintain required certifications, conducts in-service training and drills, and monitors readiness to respond to emergencies.
  • Investigates accidents, incidents, and customer complaints; completes reports, analyzes trends, recommends corrective actions, and works collaboratively with risk management and supervisory staff to reduce future risk.
  • Develops, administers, and monitors division operating and capital budgets; monitors expenditures and revenues; analyzes trends; and recommends adjustments to staffing, fees, and service delivery models.
  • Coordinates with the Facilities Manager and appropriate staff regarding maintenance, repairs, preventative maintenance of aquatic facilities and equipment to support safe and uninterrupted operations.
  • Works with other City divisions, contractors, and regulatory agencies on facility maintenance, capital improvements, inspections, and operational coordination related to aquatic facilities.
  • Serves as liaison with community groups, schools, swim teams, and partner organizations; coordinates facility use, communicates operational expectations, and fosters positive working relationships.
  • Prepares reports, maintains records, and supports departmental planning initiatives; tracks participation, staffing, incidents, and operational data to inform decision-making and planning.
  • Performs related duties as assigned in support of Parks & Recreation Department goals, City initiatives, and community needs.
  • Ensures compliance with federal and state youth employment laws, including work hour limitations, break requirements, and scheduling restrictions for minor employees.
  • Provides direct supervision to assigned full-time, part-time, and seasonal aquatics staff, including supervisors, instructors, and lifeguards.
