The Education Advocate/Care Coordinator provides comprehensive care coordination, recovery support, and educational advocacy for justice‑involved youth and youth with behavioral health and substance use needs. The position conducts behavioral health screenings, develops individualized recovery and reentry plans, coordinates treatment and community services, and supports successful transitions from detention, probation, diversion, or treatment into school, vocational training, employment, or other post‑secondary opportunities.
ESSENTIALFUNCTIONS
- Assesses student needs and recommends educational programs to facilitate transition into a community school program.
- Assists in developing education plans for students suspended or expelled to locate appropriate school placement.
- Assists other personnel as required to ensure an efficient work environment.
- Meets with students, families, counselors, school officials, and others to facilitate school enrollment and coordinate job placement.
- Monitors progress and attendance of transition students to help them develop and achieve educational goals.
- Participates in meetings and travel locally and statewide for conferences, trainings, and to convey information about transition students.
- Serves as liaison between education programs and detention facilities, informing staff of student progress and needs.
- Maintains contact with school district administrators and staff across counties; advocates for transition students; provides consultation and training on delinquent youth to education program staff; may serve as liaison between parents and education programs.
- Attends meetings requested by school districts and detention centers; may sit on advisory committees as required.
- Attends pre‑parole planning reviews and visits detention facilities to assess student needs.
- Completes reports for OSPI Program Manager, ESD 123 Student Support Director, and Institutional Education Directors; provides student progress reports to staff and parents; maintains confidential casebook, records, and files.
- Maintains knowledge of available educational support services and programs; provides information to students, parents, and detention staff.
- Conducts screenings to identify student needs and for referral; provides psycho educational groups to youth on diversion.

- Bachelor’s degree in psychology, sociology, education, or criminal justice; or a two‑year Associate’s degree or a SUDP certification plus a minimum of two years’ experience working with local community services or government agencies that regulate social and/or health services, juvenile justice, or rehabilitation.
- Experience working with at‑risk youth, preferably in a school setting.
- Experience in case management, documentation, and record keeping.
- Minimum one year of experience working with adolescents.
- Demonstrated case management and record‑keeping skills.
- Knowledge of federal confidentiality laws related to alcohol and drug abuse.
- Understanding of substance abuse assessment, intervention, treatment, and recovery processes for adolescents and families.
- Knowledge of violence as it relates to bullying and harassment.
- Strong verbal and written communication skills.
- Willingness to take direction from supervisors and understand ESD policies and procedures.
- Ability to work as an ESD team member, supporting the ESD Strategic Plan and agency initiatives.
- Ability to work successfully with students, parents, and community.
- Ability to work with school staff, including teachers, administrators, and non‑classified staff.
