Qualified Purchasing Agent (QPA) – Alpha Borough.

Is seeking a highly qualified and detail-oriented professional to fill the part-time position of Qualified Purchasing Agent (QPA) on a provisional basis with permanent appointment subject to Civil Service examination.

• Manage and oversee all purchasing functions for the Borough, ensuring full compliance with the New Jersey Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.).
• Establishes and develops accepted purchasing methods and records in accord with prescribed laws, rules, regulations, standards, policies, and procedures.
• Prepare and review bid specifications, formal contracts, requests for proposals (RFPs), and competitive contracting processes.
• Maintain proper vendor databases, process purchase orders, and monitor expenditure thresholds.
• Ensure all purchasing records and Pay-to-Play documents are compliant with State Comptroller requirements and Borough policies.

• Nine (9) years of professional experience in the writing of purchase specifications and in the purchase of equipment, materials, and supplies on a large scale.
• Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience.
• Thirty (30 semester hour credits are equal to one (1) year of relevant experience.
• Valid Qualified Purchasing Agent (QPA) certificate issued by the NJ Division of Local Government Services (DLGS).
• Strong knowledge of Microsoft Office, financial software, and NJ purchasing rules.
• Must be a NJ Resident.

Salary/Benefits:
Salary is dependent on qualifications and experience (Range: $9,000 - $15,000). This is a part-time position with no eligibility for health or retirement benefits. Employees shall be eligible for a proportionate amount of sick and vacation time consistent with the part-time nature/hours of the position.
