Under supervision, monitors and performs the review of routine financial contracts and/or grants and associated applications to ensure compliance with and adherence to prescribed contracting and/or grant policies, procedures and regulations; does related work.

EXAMPLES OF WORK:
  • Prepares fiscal program reports.
  • Interprets and explains organization rules, regulations, policies, and procedures through correspondence, personal interviews, and telephone conversations.
  • Reviews, checks, and certifies reports, applications, and other documents for correctness.
  • Plans revisions of clerical procedures and office routines.
  • Prepares requisitions.
  • Compiles data for budgets and reports.
  • Maintains, classifies, indexes, and cross-references records and files.
  • Calculates and posts financial information for use in maintaining accounting records.
  • Posts to various ledgers details of financial transactions such as allotments, disbursements, deductions from payrolls, pay and expense vouchers, remittances paid and due, checks, and claims.
  • Verifies and enters details of financial transactions as they occur or in chronological order in account and cash journals.
  • Summarizes details of financial transactions on separate ledgers and transfers data to the general ledger.
  • Balances books and compiles reports to show statistics such as receipts, expenditures, and accounts payable and receivable.
  • Reviews, contract proposals and modifications and makes recommendations.
  • Does the routine work in the review of contracts, proposal preparation, monitoring, audit compliance and evaluation.
  • Monitors status of contracts/grants by tracking and analyzing payments, change orders and amendments using computer spreadsheets and databases before input on Project Control database.
  • Ensures that the grantee complies with grant agreements set forth by the State or Federal Government.
  • Organizes work to maintain intergroup workflow by routing project documents and correspondence.
  • Assists in the analysis of new legislation and regulations pertinent to contract operations.
  • Provides interpretations to in-house staff and outside contracting agencies concerning budgetary policies, precedent rules and regulations.
  • Maintains records and files.
  • Initiates and prepares reports in IGX and SAGE.
  • Reviews reports and supporting documentation for accuracy and completeness before submission.
  • Ensures all required backup documentation is accurate, properly organized, and submitted in accordance with established requirements.
  • May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Note:

This is a vacant, grant-funded, non-union, and exempt position. The selected employee will serve a probationary period and must file a Civil Service Commission (CSC) application to be considered for permanent appointment.

Requirements:

Education and Experience:

Successful completion of (60) semester-hour credits from an accredited college or university. AND One (1) year of experience in the various phases of contract and/or grant monitoring, financial management and fiscal analysis, social services administration and/or budget and management operations in a governmental or business entity.

Knowledge and Abilities:
  • Knowledge of the work involved in the general field of accounts payable.
  • Knowledge of the legal and administrative requirements of contractual agreements.
  • Knowledge of the problems that may arise during the review of contract proposals, contract budget principles and matching fund accounting and procurement guidelines.
  • Ability to read and understand the principles, procedures and techniques used in contract/grant monitoring and auditing and to apply them to specific situations.
  • Ability to comprehend, analyze, interpret and apply basic law and regulations pertaining to State department, budgets, finances, contracts and other transactions.
  • Ability to perform mathematical computations accurately and with reasonable speed.
  • Ability to learn to use the various business machines commonly used in auditing work.
  • Ability to compile and review basic data required for financial and related statements, analyses and reports and to assist in the preparation of such statements and reports.
