Under the direction of the Department Head, reviews and administers all contracts and grants; maintains all financial records in all platforms required for budgets, grants and contracts; provides technical assistance in the areas of contract and/or grant preparation, monitoring, and/or evaluation; provides recommendations for contract/grant approval to administrative staff; does other related duties.

EXAMPLES OF WORK:

  • Prepare all contract budgets and fiscal reports for all grants and contracts received by the Department.
  • Maintain all Department fiscal accounts in Edmunds.
  • Facilitate quarterly meetings to review and reconcile contract expenditures.
  • Complete project closeout, including final invoice payments, compliance inspections, and audits.
  • Participate in the development and administration of all budgets and contracts.
  • Develop and periodically update procedure manuals and policy transmittals.
  • Compose narrative letters and technical, statistical, or financial reports.
  • Collects data, prepares monthly financial projections and reports.
  • Participate in contract meetings and site visits as applicable.
  • Provide technical assistance and training in the areas of proposal/contract preparation.
  • Administer financial aspects of contracts, grants, and departmental budget.
  • Assist Department leadership with development and oversight of spending plans.
  • Supervise fiscal and monitoring staff in the maintenance of pertinent financial records.
  • Work with division leads for reports, checks, notices of violations and to supervise grants.
  • Utilize SAGE and all platforms used for grant reporting.
  • Work with various County departments e.g. purchasing, finance, and external vendors.
  • Assist with Payroll for grant needs.
  • Develops and implements fiscal policies necessary to achieve program and/or organizational goals.
  • Devises improvement or change plans for operation of the unit.
  • Approves transfer of money from accounts.
  • Create Purchase Orders, obtain invoices and follow up with purchases accordingly.
  • And other tasks as needed by Passaic County Department of Health Services.

Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Note:

This is a vacant, grant-funded, non-union, unclassified, and exempt position. The selected employee will serve a probationary period and must file a Civil Service Commission (CSC) application to be considered for permanent appointment.

Requirements:

Education:A Master's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Health, CPA, Public or Hospital Administration or Social Work (with concentration sin Health, Administration, or Social Policy) may be substituted for one (1) year of basic experience. There is no substitution for the one (1) year of experience involving responsibility for some aspects of
contract/grant work.

Experience:Two (2) years of experience involving contract/grant work, project financing, construction management, fiscal administration, social service administration, and/or budget and management operations of a government or business entity, at least one (1) year of which shall have involved responsibility for some aspect of contract/grant administration.
