Leads the Rhode Island Energy's (RIE) electric energy procurement processes to ensure attainment of Company business goals and objectives associated with the procurement of wholesale electric supply and related services, as the Last Resort Service Provider for customers. Further, this role may support the RIE long-term clean energy programs, supporting the attainment of Rhode Island clean energy and climate change initiatives.

Functional area

s include development of Rhode Island Energy's Last Resort Service Plan, Long-Term Clean Energy Standards (including Renewable Energy Growth Program), and Renewable Energy Standard, including but not limited to any associated market and procurement analysis necessary to develop and execute such plans in accordance with state, federal, and ISO laws, regulations, and standards.

Responsibilities
  • Leads energy plans development and execution for RIE’s generation service supply, including conducting wholesale energy and renewable energy credit (REC) auctions, RFP development and implementation, supplier management and communications, offering expert testimony through legal proceedings, and managing.
  • Support energy market analysis, focusing on the impact and opportunities surrounding various procurement strategies, forecasting the state of wholesale market prices, and forecasting and completing sensitivities of prospective energy auction results. This includes providing guidance and recommendations to leadership and communicating direction upward and downward within the organization as well as to external stakeholders.
  • Develop, implement, and administer wholesale programs, REC programs, and clean energy procurement programs as defined in each jurisdiction.
  • Manage energy-procurement related products and services, including consultant management and direction, establishing and tracking PJM and ISO-NE billing line items and contract IDs, and bidding wholesale power into the day-ahead market.
  • Supervise supplier communications and contract processes, including supplier negotiations, contract set‑up, interpretation and application of established contractual agreements, supplier credit rating monitoring, daily mark‑to‑mark calculations in accordance with individual contracts, collateral management, and supplier banking.
  • Ensure compliance with state regulations established by the Rhode Island Division of Public Utilities and Carriers, including state transfer of RECs, compliance with various state reporting requirements, and other Company, state, ISO/RTO, and FERC reporting and governance obligations as required.
