Qualifications
  • High school diploma or equivalent.
  • Ability to obtain an Arizona Identity Verified Prints (IVP) Fingerprint Clearance Card within 45 days of employment.
  • Valid Arizona Driver’s License.
  • Four years of HR experience in an office environment.
  • Knowledge of employee discipline process (highly preferred).
  • Knowledge of benefits administration/open enrollment (preferred).
  • School district experience (preferred).
  • SHRM certification (preferred).
  • Any combination of training and experience that likely provides required knowledge, skills and abilities.
  • Knowledge of payroll related processes or accounting experience (highly beneficial).
Job Goal

The HR Specialist performs administrative work in Human Resources, including policy and regulation, oversight of employee evaluations, due process, benefits management, and employee training.

Performance Responsibilities
  • Complies with all HIPAA and FERPA confidentiality requirements.
  • Develops positive relations with students, parents, school staff and the public.
  • Maintains a schedule of appointments and makes arrangements for conferences and interviews.
  • Attends meetings, takes minutes, and distributes material.
  • Creates Certificated personnel/Administrator contracts and Classified personnel Employment Agreements.
  • Works with administration to coordinate the process for setting up new employee interviews and completing the hiring process, including salary placement and paperwork for Governing Board approval of new positions; updates personnel actions on the Board Agenda.
  • Maintains, assembles and distributes the district Employee and Substitute Handbook.
  • Receives and records criminal history information for the specific purpose of evaluating fitness for employment and/or pursuant to ARS requirements.
  • Works closely with the Salary and Benefits Coordinator in the implementation of ASRS (Arizona State Retirement System) retirement program requirements.
  • Tracks and maintains records of all employee certifications, licenses, and fingerprint card credentials, and informs employees of impending expiration dates.
  • Supports employee recruitment activities, including receiving and filing personnel applications, posting position openings, arranging interviews, and completing all data entry and paperwork on potential employees.
  • Administers and manages employee benefit packages, including enrolling and terminating employee plans, paying invoices, managing flex and HSA accounts, ACA reporting, ASRS reports and subsidies, and COBRA related activities.
  • Assists the HR Director in the investigation of employee conduct issues.
  • Assists the HR Director in the execution of annual state‑mandated SDER audits and reports.
  • Proctors Paraprofessional “Praxis” exams.
  • Performs other related duties as assigned.

  • Interpersonal skills including tact, courtesy, and diplomacy.
  • Office equipment, procedures, practices and equipment, including computers and related software.
  • FMLA and FLSA laws and regulations.
  • HIPAA and FERPA privacy and confidentiality standards and requirements.
  • Arizona Department of Education certification requirements.
  • Arizona State Revised Statutes.
  • Certified, Classified and Administrative evaluation processes and requirements.
  • Employee discipline process, employee improvement process, and associated state‑mandated timelines.
  • Remains current with HR‑related industry changes through a structured continual learning program co‑developed with the Director of Human Resources.
Skill and Ability to
  • Work cooperatively with others.
  • Establish work priorities to meet schedules and timelines.
  • Maintain files, records, and reports.
  • Operate modern office equipment including personal computers and related software.
  • Maintain a calendar of appointments.
  • Type a minimum of 50 WPM.
  • Process administrative details using independent judgment.
