Job Description

Utah National Guard. This position will work a 4x10 schedule Monday through Thursday. This is a civilian position and you are not required to be a Utah Army National Guard member. The successful candidate will need to pass and maintain a DoD security clearance check.

Principal Duties
  • Assessing employment and training needs, designing, developing, and implementing new programs to meet these needs.
  • Incumbents may act as the State Coordinator for special federal programs and/or represent the agency on various interagency committees and task forces that determine program policy and service delivery.
  • Participation in the Governors Military Energy Collaborative to represent UTARNG as a leader in Utah's effort to involve all agencies in the campaign to reduce energy consumption.
  • Maintain the Adjutant General's energy policy which is aligned with the Presidential Energy Order and the Governor's Energy Executive Order.
  • Maintain the energy utilization database on the National Guard Bureau Army Water and Energy Reporting System (AWERS) website.
  • Maintain Brightly Software database and produce monthly consumption reports for distribution to individuals in command while continually reviewing utility invoices for improper billings, applicable rate structures, and accurate account/meter numbers.
  • Identify energy conversation projects that are in line with the National Guard energy policy.
  • Lead efforts to reduce energy consumption by 2% annually while maintaining a comfortable and safe working environment for Utah National Guard employees.
  • Facilitate statewide implementation of building automation controls with the latest software revision to accommodate interface with currently installed legacy hardware.
  • Attend necessary training to maintain Certified Energy Status.
  • Conform with ISO 14001 standards; work with other National Guard units in a collaborative effort in energy conservation; manage ESCO contracts.
  • Perform QA/QC of existing BAS controls at all UTARNG locations.
The Ideal Candidate
  • Knowledge of energy management practices over a broad range of facilities scattered throughout multiple locations.
  • A solid understanding of BAS (Building Automation Systems) and numerous control system suppliers.
  • Knowledge of BAS programming, new and renovation construction practices, LEED, High-Performance Building Standards, budgeting principles, project management, and supervisory experience.

Responsibilities
  • Manages one or more statewide or agency wide Energy program(s). Determines program goals and objectives and/or chairs committees established to support the program.
  • Plans and supports projects and/or programs. Writes (or discusses) project/program plan(s), recommendation(s) and/or finding(s).
  • Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.
  • Develops and coordinates plans and policies, resources, and mission as well as goals, vision, and expectations of agency or program; prepares and updates plans and priorities.
  • Develops, evaluates, or reviews plans and criteria for a variety of projects and activities; assesses feasibility of proposals.
  • Coordinates projects and ensures adequate administrative controls, quality, and procedural efficiencies.
  • Acts as a resource for management and staff; provides technical support within area of responsibility.
  • Manages and submits the annual Energy Performance, Resilience, and Readiness (AEPRR) per DOD guidance.
  • Provide monthly reports of renewable energy production.
  • Establish and maintain relationships with utility provider representatives.
