DESCRIPTION:

The P IJ FUELS INFRASTRUCTURE Department of the P FUELS Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Professional) This posting seeks to fill at either the Fuels Engineer II or Senior Fuels Engineer level; whichever level is most suited to the qualifications of the applying candidate.

FUELS ENGINEER II JOB FUNCTION:

Project management and construction management of fuel infrastructure installations, repairs, and maintenance projects in support of the HECO Fuel Infrastructure Management Program. Provides technical support and serves as the subject matter expert for HECO fuel infrastructure operations, maintenance, design, and regulatory compliance. Provides technical support to HELCO and MECO, including support of harbors and maritime transport issues.

ESSENTIAL FUNCTIONS:
  • Plans and executes projects and programs to ensure all applicable regulatory requirements are met with respect to fuel infrastructure for HECO. Plans and executes fuels infrastructure related maintenance work and regulatory requirements, prepares work packages and construction documents, bids and awards contracts, coordinates resource allocation and the work of vendors and consultants. Ensures contractors are in compliance with all regulations applicable to HECO fuel infrastructure which the contractor is operating and/or maintaining under contract to HECO.
  • Maintains records to document compliance with US Dept. of Transportation and US Coast Guard regulations. Performs US DOT pipeline compliance activities including program audits, maintenance of SCADA and Leak Detection Systems, to Right-of-Way inspections. Manages communications and public awareness programs with respect to the pipelines. Provides Generation, Power Supply Engineering, and Fuels Departments personnel with the necessary updates and training on new US DOT and USCG regulations pertaining to fuel infrastructure.
  • Conducts regular reviews of pipeline compliance procedures and documentation with respect to operations and maintenance. Enlists support of other departments and/or consultants as needed, to analyze and resolve the problems. Performs economic evaluations as necessary, including both theoretical and actual cost/benefit analyses. Maintains budget and expense records.
  • Provides technical support on fuel infrastructure operations and maintenance issues to Generation, Power Supply Engineering, and Fuels Departments, and HELCO and MECO. Develops, monitors, and refines condition assessment programs for critical plant equipment, using engineering principles. Maintains a constant vigilance for opportunities to improve the department’s fuel infrastructure operational and/or maintenance practices and procedures. Provides on-site technical support.
  • Develops relationships and accompanies regulators on all inspections, including managing the timeliness and form of responses to meet the regulator’s expectations.
  • Provides training for department personnel and others as the need arises. Promotes teamwork and self-directed workforce in support of quality initiatives and Company values. Supports two-way communications to ensure a focused and well-informed workforce.
  • In support of continuous improvement goals and objectives, participates in projects and studies to improve existing practices, procedures, programs, policies, and training curricula and materials. Serves as a role model for continuous improvement behaviors.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
BASIC QUALIFICATIONS:

Knowledge Requirements
  • Thorough knowledge of engineering principles and practices including engineering design, project engineering, project management, standards development, and construction methods, normally acquired through a bachelor’s degree in engineering from an accredited engineering program or equivalent education and experience.
  • Working knowledge of appropriate federal, state, industry and company regulations, codes and practices.
  • Working knowledge of continuous improvement
