This posting is for the State of Hawaii, Department of the Attorney General, Crime Prevention and Justice Assistance Division (CPJAD).

The position is located on the Island of Oahu. (Location of this position).

Salary:
Level I: $74,668/year;
Level II: $80,897/year;
Level III: $85,000/year

The State Recruiting Office will refer all inquiries regarding this exempt position to the Department of the Attorney General.

Summary of Duties

CPJAD serves as the central agency to provide the Attorney General, the chief law enforcement officer of Hawaii, with the information and resources needed to address crime and crime prevention.

Chapter 846D, Hawaii Revised Statutes, establishes the Juvenile Justice Information System (JJIS) within the Department of the Attorney General. The JJIS is a statewide system that combines juvenile offender information from the police, prosecutors, Family Court, and the Hawaii Youth Correctional Facility for use by the participating agencies in tracking juvenile offenders and providing data for appropriate research. The JJIS is also the repository for statewide information on missing children as mandated by Section 577-27, Hawaii Revised Statutes.

The JJIS provides juvenile justice agencies with appropriate and relevant information enabling them to utilize technology in several areas of juvenile justice. Agencies view the most critical areas of use as identification, protection, counseling, rehabilitation, education programs and other services that help juvenile offenders to become law‑abiding and productive citizens.

The position of JJIS Analyst involves a high level of technical skills as well as interpersonal and communications skills that are required to translate business requirements to the language of information technology. Development and maintenance of the JJIS will use the team approach. As required by twenty‑first century information technology, teams will be created on an ad‑hoc basis and will last for the life of a specified project.

Each “team” will have a JJIS Analyst that functions as the project leader and has the primary responsibility for the given project. Concurrently with the designation of “project leader” for a project, a JJIS Analyst may have additional assignments as either team member on another team or project leader for an additional project. Multi‑tasking is a key to success as a JJIS Analyst.

There are several JJIS Analysts on the JJIS staff. JJIS Analysts will rotate areas of responsibilities on a regular basis so they can act as backup for each other.

A. Technical
  • Analyzes and evaluates operating procedures, work methods, and information needs as assigned.
  • Integrates systems development with similar information technology needs of other agencies.
  • Works in close cooperation with operations and computer programming personnel and with state level consultants in the fields of information systems, telecommunications, and networking.
  • Advises and assists management regarding various problems associated with conversion to electronic information systems.
  • Prepares data models, business process models, data flow diagrams, and UML diagrams as needed.
  • Prepares correspondence and reports of work activities.
  • Designs forms and screens for review and implementation.
  • Prepares procedural manuals and operating standards.
  • Conducts user training.
  • Programs in appropriate language as needed.
  • Prepares test plans and develops test cases for system testing, regression testing, and integration testing.
  • Develops functional specifications and design specifications.
  • May perform as the network administrator.
  • May act in the capacity of database administrator for the JJIS database.
  • B. Project Management
  • Develops project plans with sufficient milestones and detail to closely monitor the progress within areas of responsibility.
  • Provides a plan for the overall development of the system acceptance testing, integration testing, regression testing, and other testing as needed.
  • Monitors project development and implementation against the schedules. Develops and recommends alternative approaches or a change in the scope of the project as problems and opportunities arise.
