City of Pearland, Texas is seeking to hire a full-time Recruitment and Retention Manager to lead and improve day‑to‑day operations of recruitment and retention. The role requires effective team leadership in a fast‑paced environment.

General Description

The purpose of this role is to execute tactics to attract new jobs and investment in Pearland, TX by securing and documenting relationships with commercial real estate personnel, site‑selection consultants, business prospects, and more. Collaborates with Workforce Development Program and Pearland Chamber of Commerce Biz Connect Program.

Essential Functions
  • Assist in implementation of corporation’s strategic priorities and program of work.
  • Ensure recruitment/relocation prospects are efficiently and effectively supported, managed, and recorded in PEDC Salesforce platform.
  • Build recruitment networks through attendance at high‑value industry meetings and conferences.
  • Engage in negotiations on business partnerships or development agreements for commercial and industrial businesses development in the City, including tax abatement options or similar incentives.
  • Identify, pursue, and successfully attract quality development opportunities that result in job creation and capital investment; act as point of contact for new and existing companies seeking approvals from the City.
  • Collaborate with Workforce Development Director to provide service delivery to optimize workforce development programs as local input.
  • Assist in implementation of corporation’s marketing plan.
Additional Duties
  • Qualify, prioritize and maintain regular contract with attraction and retention prospects; utilize PEDC Salesforce platform for tracking of all leads and prospects.
  • Design, write and prepare prospective business proposals in response to requests for information and proposals including information on local and state incentive programs, training assistance programs, financial packaging and impact on corporate financial statements.
  • Design and organize prospect recruitment visits and presentations; provide technical assistance on labor, utility, real estate, incentives, financing, transportation, quality of life and other related business needs; prepare and present comparative advantages; design and implement detailed community and site tours; organize private industry interviews.
  • Attend and enter follow‑up from Pearland Chamber of Commerce Biz Connect Program.
  • Attend professional development training and stay current on new economic development trends, ideas and practices.
  • Develop, maintain and foster positive, collaborative relationships with other community resources involved in business and economic development.
  • Conduct overnight travel as necessary to meet with business prospects, participate in marketing events and meetings.
  • Perform related work as assigned.
Minimum Education and Experience Requirements
  • Requires a Bachelor’s Degree in business, economics or closely related field.
  • Requires five years economic development or closely related experience.
Preferences
  • Prefer Certified Economic Developer.
