GENERAL PURPOSE

A Code Enforcement officer performs inspects and investigates complaints regarding health, safety and welfare, property value and the environment of the city.

SUPERVISION RECEIVED

Reports to and is under the direct supervision of the Director of Community Services.

SUPERVISION EXERCISED

None.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Regular attendance with the ability to work in an occupied environment. Receives, investigates, and works to resolve violations of city and state ordinance and health violations. Patrols the city in a proactive manner to identify immediate public safety and health violations.

While investigating violations, the Code Enforcement officer will attempt to contact the residence or business to resolve the violation. Issue and post door warning notices, notices of violations, corrective notices, orders to comply, and send letters to property or business owners. Schedule and perform all follow‑up functions to gain compliance including letters, inspections, calls, meetings, negotiations to ensure compliance with city and state ordinances.

Maintain accurate documentation for case files that investigations, inspections, and enforcement actions. Draw diagrams and illustrations, along with keeping photo documentation of violations as necessary. Prepare evidence in support of legal actions taken by the City. Appear in court, as necessary, and give testimony in municipal or district court regarding cases.

Complete all duties assigned by supervisor, keep job site and work area clean, and must keep tools clean that are used in performing work. Provide backup to subordinate positions as needed. Serve on various employee or other committees. Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience:
  • High School Diploma or equivalent is required.
  • Valid Texas Class C Driver's License is required.
  • Possession of a State of Texas Code Enforcement license is preferred.
  • Possession of a State of Texas Food Handler's license is preferred.
  • Previous experience in Code Enforcement, planning and zoning, or government relations is preferred.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

    REQUIREMENTS Knowledge

    Working knowledge of city zoning ordinances, health codes, and some knowledge of principles and practices of city planning. General knowledge of health codes and their application.

    Skills

    Uses logic and reasoning to analyze, understand, and evaluate complaints or ordinance and health violations. Exercises appropriate judgment in establishing priorities. Excellent organizational and time management skills. Assessing the safety of a work site is imperative. Good critical thinking and problem‑solving skill is necessary.

    Abilities

    Ability to assess work and manage a schedule and assets to complete task on time and within budget. Ability to communicate effectively verbally and in writing. Ability to understand and carry out written and oral instructions. Establish and maintain effective working relationships with supervisors, co-workers, other departments, council members, executive staff, and the public. Ability to respond to common inquiries or complaints from citizens, regulatory agencies, or members of the business community in complex, stressful, or combative situations.

    Ability to identifying and avoiding safety hazards. Ability to maintain complex logs, records, and files and prepare accurate and detailed documentation of investigation findings. Ability to effectively present information to management.

    SPECIAL REQUIREMENTS

    Must receive State of Texas Code Enforcement license within 18 months of hire.

    Must receive State of Texas Food Handler's license within 12 months of hire.

    TOOLS AND EQUIPMENT USED

    Motorized vehicles, various phone types, personal computer including word processing, and other software, copy and fax machines.
