Position: SENIOR FINANCIAL ANALYST

this is advanced professional analytical financial analysis work of a supervisory nature in the various areas of the department of finance.

work involves financial analysis, reporting, and problem solving. An employee in this classification is responsible for assisting in planning, maintaining, and evaluating the city's integrated financial management systems and identifying areas of improvement, in accordance with governmental accounting standards, gasb, msrb, omb a-133, and departmental and city policies and procedures. Examines and evaluates city-wide fiscal activities to help ensure the reliability and integrity of information and compliance with policies, laws, and regulations, as well as safeguarding assets.

Requires proficiency in computer spreadsheet and database programs, and the ability to analyze financial data and produce reports on cash management, treasury, accounting, grants, debt, and investments. Exercises considerable independent judgment in performing financial analytical reports. Responsible for supervising and developing subordinate staff. Reports to a higher-level administrator.

plans, organizes, and directs the city's accounting and financial reporting functions, including general accounting for assets, grants management, capital projects, cash management, debt, investments, liabilities, revenues, expenses, and related financial reports.

assists in developing and implementing the city's financial management systems to meet city, state, and federal requirements.

performs detailed financial analysis and reports.

prepares budget requests and forecasts revenues and expenses.

ensures all financial activities comply with standards and regulations.

compiles and analyzes data for federal, state, and local agencies, gaap, gasb, msrb, and omb a-133.

prepares and reviews financial statements, footnotes, schedules, cash flow analyses, revenue projections, and sources and uses statements.

consults with personnel across departments regarding financial and accounting practices.

may oversee the preparation of financial statements and reports.

reviews and interprets data on various financial activities and projects.

participates in special projects and recommends improvements.

trains, supervises, and develops staff.

represents the department as needed.

performs other related work as required.

minimum qualifications
  • bachelor's degree in accounting or finance.
  • seven (7) years of responsible professional experience in accounting, auditing, grants management, compliance, or financial reporting.

or

  • equivalent education and experience beyond high school diploma, with at least two (2) years of relevant work experience.
special requirements

depending on city needs, certifications such as cpa may be required.

note

the department is hiring two senior financial analysts: one supervising projects and grants, and the other supervising cash receipts and pos systems. Experience in governmental accounting, grants, treasury, and cash management is highly desirable for these roles.
