Description

The Residential Clinical Manager for Community Counseling Solutions (CCS) provides clinical supervision and support for all clinical services in CCS’s residential treatment programs. The manager ensures compliance with Oregon Administrative Rules, monitors quality assurance, develops and monitors treatment protocols, maintains a caseload, conducts comprehensive assessments, develops treatment plans, and provides quality clinical care when needed. The clinical services are within the scope of outpatient services per the Oregon Health Authority and are included in the GOBHI (OHP) contract requirements.

Provides supervision to clinical staff in CCS’s residential treatment continuum. Where there isn’t a clinical supervisor in place for the program, the Residential Clinical Manager will provide the direct supervision to those staff that are not assigned a clinical supervisor.

Supervision Received

This position is supervised by the Clinical Manager for Community Counseling Solutions. The Clinical Manager, working under the direction of the Clinical Director, provides all clinical oversight of the position.

Responsibilities
  • Provide clinical supervision and oversight on a daily and regular basis to assigned clinicians and Qualified Mental Health Associates, ensuring care is of the highest clinical standards and consistent with CCS philosophy and policy.
  • Ensure that assigned clinicians are apprised of current evidence‑based practices (EBPs), implement EBPs, and ensure that the agency is meeting or exceeding standards of good clinical outcomes.
  • Ensure that all paperwork by the clinical staff is completed professionally and timely, and provide supervision when this goal is not being met.
  • Maintain superior quality of clinical work, completing it professionally, and provide supervision when this goal is not being met.
  • Participate in the on‑call rotation and may be asked to participate in on‑call rotation for crisis services.
  • Ensure knowledge and application of CCS personnel policies and procedures.
  • Recruit, hire, and train new staff; provide supervision and conduct performance evaluations; follow policies for employee discipline and termination when necessary; resolve conflict as appropriate and provide positive leadership.
  • Engage in disciplinary actions in consultation with Facility Administrator, Human Resources Specialist, and/or the Executive Director when necessary.
  • Report all cases of abuse or neglect to the proper agency or ensure that all cases are reported, provide follow‑up, complete all investigative reports when required, and implement safety plans.
  • Initiate holds, provide civil commitment investigations, and work with hospitals, case workers, the state and other agencies for all individuals in the civil commitment process.
  • Schedule and participate in meetings with other agencies to ensure continuity of service delivery and ensure that CCS is highly regarded by other community partners.
  • Maintain a caseload; provide quality individual, group and family counseling services; ensure all paperwork is professional and timely.
  • Follow the grievance process for consumer complaints and work diligently to resolve complaints.
  • Ensure that the agency meets or exceeds all requirements for relevant OARs, as well as the clinical contractual requirements required by Greater Oregon Behavioral Health (GOBHI) and other mental health organizations.
  • Ensure that clients are scheduled in a timely manner.
  • Work with program supervisors to ensure clinical staff coverage by overseeing vacations, sick leave, training, etc.
  • Work with contracted prescribers to put together schedules and ensure that service delivery is well coordinated for prescribers and the customers they see; consult with prescribers to coordinate medical treatment.
