Position Summary
The Controller has responsibility and authority for all Business Office operations and financial activities of the college. The Controller participates in institutional strategic planning and coordinates the development of business plans and budgets that support the college’s strategic goals and objectives.
Responsibilities- Establish policies, processes, procedures, and controls for banking, general accounting, accounts payable, accounts receivable, procurement, contracting, fixed assets, grant accounting, external annual audits, budgeting, and associated activities.
- Develop, manage, and maintain the financial and business systems of the college.
- Develop and manage monthly financial and performance reporting for executive decision‑making.
- Provide direct support to the President by preparing ad‑hoc financial reports, evaluating risk, benefit, and cost of financial scenarios, and recommending action.
- Direct or oversee the recruitment and screening of Business Office employees, supervise personnel, and recommend candidates to the President for final interviews.
- Develop, manage, and review an internal audit program to prevent fraud, comply with laws and regulations, and accurately record all assets, liabilities, revenues, and expenses.
- Coordinate the annual external audit process, maintain internal control documents, and resolve audit issues with external auditors and government agencies.
- Develop the annual budget process and play a key role in strategic planning by creating a five‑year business plan pro forma.
- Lead the negotiation of all contracts and agreements for materials and services; coordinate approval in accordance with Board of Education policy.
- Oversee the college grant and project programs.
- Oversee financial aspects of the college’s enterprise and auxiliary operations.
- Collaborate with the President and related areas on capital construction projects and financial aspects of the Capital and Facilities Master Plans.
- Participate in BMCC governance processes as a member of the Executive Team and attend committee meetings.
- Attend monthly board meetings.
- Represent the college to local, state, and federal organizations as directed by the President.
- Provide financial reporting and support to auxiliary enterprises of the college.
- Perform other duties as assigned.
- Directly supervise, train, evaluate, and mentor business office staff.
- Conduct regularly scheduled staff meetings to keep staff informed of financial decisions and operations.
Travel to other BMCC locations, attend meetings, conferences, and trainings as needed; valid driver’s license required.
Qualifications Knowledge,Skills and Abilities
- Excellent oral, interpersonal, written, and presentation skills.
- Organizational and managerial/supervisory skills.
- Superior analytical skills.
- Strong knowledge of GAAP, FASB, GASB and related regulatory rules; practical experience with general ledger, accounts payable, accounts receivable, payroll, income tax, purchasing, contracting, auditing, and banking.
- Ability to interact and collaborate with senior executive management and the Board of Education.
- Ability to actively participate in the creation and review of all business and finance activities.
- Ability to manage multiple tasks, prioritize, and function under duress.
Education and Experience
- Certified Public Accountant with at least five years senior fiscal management experience.
- or a Baccalaureate degree in business administration or accounting (or equivalent) with at least five years senior fiscal management experience.

- Community college experience.
- Oregon public higher education experience.
- Direct personnel supervisory experience.

$120,000 – $135,000
