Position: Controller (47638)

Position Summary

The Controller has responsibility and authority for all Business Office operations and financial activities of the college. As a working supervisor, the Controller develops, implements, is actively involved in, and manages business and financial control policies, and overall business and accounting functions, budgeting and reporting, auditing, purchasing, procurement, contracting, grants, and fixed assets. The Controller participates in institutional strategic planning and coordinates the development of business plans and budgets that support the strategic goals and objectives of the college.

The Controller establishes the controls necessary to manage the business plan effectively and oversees budget expenditures, performing all functions and activities within the guidelines and philosophy set forth in the BMCC Mission, Vision and Strategic Plan.

Essential Functions, Duties and Responsibilities
  • Establish policies, processes, procedures, and controls for banking, general accounting, accounts payable, accounts receivable, procurement, contracting, fixed assets, grant accounting, external annual audits, budgeting, and assist with all related activities.
  • Develop, manage, and maintain the financial and business systems of the college.
  • Develop and manage monthly financial and performance reporting that allows the President to manage the college’s finances proactively, and supervisors to manage their fiscal responsibilities efficiently.
  • Provide direct support to the President by preparing ad hoc financial and other reports to facilitate executive decision‑making, evaluate risk, benefit, and cost of financial scenarios, develop alternatives, and recommend action.
  • Direct or oversee recruitment and screening of candidates for Business Office employment in accordance with established policies and affirmative action guidelines, and recommend successful candidates to the President for final interviews.
  • Exercise senior‑level authority for all Business Office personnel, including staff supervision, professional development, complaint processing, grievance handling, and disciplinary action, and evaluate new hires at the end of their probationary period.
  • Develop, manage, and review an internal audit program to ensure financial processes and controls are sufficient to prevent fraud, comply with all applicable laws, regulations, and policies, and accurately record all assets, liabilities, revenues, and expenses.
  • Coordinate the annual external audit process, maintain internal control documents and schedules, analyze and resolve audit issues, and negotiate with external auditors and government agencies to complete audits on time.
  • Develop the annual budget process and lead strategic planning, business planning, and budget planning by developing a strategic plan for the college, assisting the President in developing financial strategies for long‑term sustainability, and creating a five‑year business plan pro forma.
  • Lead negotiation of all contracts and agreements for materials and services, and coordinate approval of contracts in accordance with Board of Education policy and college procedures.
  • Oversee college grant and project programs.
  • Oversee the financial aspects of the college’s enterprise and auxiliary operations.
  • Collaborate with the President and other involved areas on capital construction projects.
  • Collaborate with the President on the financial aspects of the Capital and Facilities Master Plans.
  • Participate in BMCC governance processes as a member of the College’s Executive Team and attend committee meetings as appropriate.
  • Attend monthly board meetings.
  • Represent the college to local, state, and federal organizations as directed by the President.
  • Provide financial reporting and financial support to auxiliary enterprises of the college.
  • Maintain sensitivity, understanding, and respect for a diverse academic environment, including students, faculty, and staff of varying social, economic, cultural, ideological, and ethnic backgrounds.
  • Perform other duties as assigned.
