Job Title
The commune of Condéon is recruiting a full-time town hall secretary, following a retirement. The role will involve implementing, under the direction of the mayor, the policies outlined by the municipal team, providing reception for residents, managing administrative tasks, and participating in budget development and execution.
Job DescriptionAssistance and advice to elected officials:
Develop and implement decisions of the municipal council, advise elected officials, and alert them to technical and legal risks. Physical/telephone reception and information for the population:
Welcome the public, receive and direct phone calls, assist residents with administrative procedures, and manage stressful situations and respond appropriately to emergencies. Development of administrative and budgetary documents:
Prepare and write administrative (municipal council minutes, deliberations, etc.) and budgetary documents, develop and monitor the execution of the main budget and sanitation budget, manage public procurement and follow up on public contracts in liaison with elected officials, verify the coherence and respect of the regulatory framework of administrative files, develop and follow up on grant applications. General affairs management:
Assist in municipal council meetings, prepare and format administrative acts of the Mayor and civil status acts (marriage, PACS, death), follow up on military census and population census, manage the cemetery and concessions, organize elections and follow up on electoral lists, assist in election counting and transmit results, register and follow up on urban planning files, information on the cadastre, management of the reservation and management of the hall of festivities, drafting of traffic orders and road permission, management of school enrollments.
Human resources management:
Advise the Mayor and municipal council on human resources decisions, write administrative acts related to personnel, follow up on staff careers, leave, and establish payrolls.
Territorial environment:
Secretary training (communication techniques and tools), mastery of computer tools, rights and obligations of civil servants, applicable statute to public agents, budgetary and accounting rules of public accounting M57 and M49, regulatory and legal framework of administrative acts and civil status, urban planning rules. KNOW HOW TO BE:
Be organized, rigorous, and methodical, be autonomous and versatile, be discreet (ethics, duty of reserve…) and have a sense of public service, be able to communicate and have good listening and understanding skills, have excellent interpersonal skills.

Article L332-8 provision 7 of the general public service code - A contractee may be recruited for this position because it is a town hall secretary position in a municipality with fewer than 2000 inhabitants. The proposed contract may not exceed three years, renewable up to a maximum duration of six years.
