Title III Assistant Director - Lincoln University (PA) Position Summary
The Title III Assistant Director reports to and provides strategic administrative, programmatic, fiscal, compliance, and grant-management support to the Title III Director and Executive Director in administering the University’s federally funded Title III grant program. The position supports planning, implementation, monitoring, documentation, evaluation, reporting, and compliance with U.S. Department of Education requirements, federal cost principles, Uniform Guidance, and University policies and procedures.
The Assistant Director oversees day‑to‑day grant administration and serves as a key liaison among Activity Directors, faculty, staff, administrators, and campus stakeholders. The position provides guidance on program requirements, fiscal procedures, documentation, reporting, compliance, and grant administration; coordinates multiple priorities and deadlines; and supports institutional capacity, student success, academic and administrative effectiveness, and sustainability consistent with the mission of HBCUs.
- Assist with overall administration, implementation, and monitoring of the Title III grant and preparation/submission of federal grant materials through Grants.gov and other designated systems.
- Monitor activities for compliance with DOE regulations, federal statutes, grant terms and conditions, applicable cost principles, Uniform Guidance, and University policies.
- Interpret and communicate federal requirements, Title III regulations, guidance, and grant conditions; support policies, procedures, and internal controls.
- Identify compliance, performance, or fiscal concerns and promptly communicate them to the Title III Director and Executive Director; maintain secure records and required retention systems.
- Coordinate with Activity Directors and campus stakeholders to implement approved projects; track milestones, deliverables, timelines, performance measures, and documentation.
- Ensure funded activities remain consistent with approved narratives, objectives, performance plans, budgets, and institutional priorities; participate in assigned meetings, committees, workshops, conferences, and institutional advancement activities.
- Track Title III budgets and expenditures; review and reconcile monthly financial reports and verify accuracy, allowability, allocability, and reasonableness of transactions.
- Assist with budget proposals, revisions, financial statements, expenditure reports, and annual grant reports.
- Assist with required University and DOE reports, including Title III Phase I and Phase II reports, annual performance/progress reports, internal assessments, and supporting documentation.
- Monitor reporting deadlines and maintain accurate records of activities, accomplishments, expenditures, performance outcomes, and documentation.
- Maintain accurate time-and-effort documentation; assist with inventory of equipment/property purchased with Title III funds and maintain supporting records.
- Protect confidential grant, financial, personnel, and institutional information; maintain organized, accessible, and secure electronic/physical files sufficient for reporting, audits, monitoring reviews, accountability, and closeout.
- Develop and present informational materials, workshops, and training for faculty, staff, administrators, and other members of the University community.
