Position:
Grants and Contracts Administrator
Join the Subcontracts Office within the Business Services Division at the Applied Research Laboratory (ARL) at Penn State. The role involves managing the full lifecycle of subcontracts to support research projects across the university.
Key Responsibilities- Administer subcontracts from initiation to closeout
- Prepare Requests for Proposals
- Review subcontract proposals and prepare comprehensive Cost/Price Analysis packages
- Negotiate subcontract terms and conditions, prepare final agreements
- Coordinate and negotiate complex and non‑standard terms
- Monitor agreements and track deliverables and invoices
- Correspond with subcontractors regarding performance issues, including terminations and stop‑work orders
- Prepare and process subcontract modifications and award distributions
- Complete close‑out packages with subcontractors
- Negotiation and administration of various government‑sponsored research agreements
- Oversight of the proposal preparation process
- Review and processing of agreements (financial & non‑financial)
- Knowledge of Federal Acquisition Regulation (FAR) and contract‑term negotiation processes
- Microsoft Office proficiency
- Strong communication and organizational skills in a multi‑disciplinary team environment
- Current eligibility for a Secret‑level or higher security clearance or willingness to undergo background investigation
- Eight or more years of experience in government contracting or sponsored research, preferably in an academic setting
- DoD research and development contracting on a Cost‑Plus‑Fixed‑Fee basis
- DoD or Intel Community contracting experience
- Bachelor’s Degree
- 3+ years of relevant experience; or equivalent combination of education and experience
- Salary range: $75,408.00 – $
