Position: Seal Coat Specialist V or VI (Construction Inspector) - Houston District Headquarters
Location: Houston

Construction Inspector V

Oversees inspection of construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications. Acts as a consultant regarding work progress and problem resolution, trains others, and may lead professional and technical employees. Works under a licensed professional engineer who has full authority for final approval of all engineering‑related work.

Requires contact with other governmental agencies and contractors, and may perform material tests or manufacturing process inspections at fabrication sites. Employees at this level are virtually self‑supervising and assume direct accountability for the work product.

Construction Inspector VI

Oversees inspection of construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications, particularly on complex projects in a metropolitan area. Acts as a consultant regarding work progress and highly advanced problem resolution. May lead professional and technical employees, train others, and conduct material tests or manufacturing process inspections at fabrication sites.

Requires contact with contractors. Employees at this level are virtually self‑supervising and assume direct accountability for the work product.

Essential Duties – Construction Inspector V
  • Performs engineering‑related planning, design, data collection, inspections, assessments, analysis, and review activities for plan development.
  • Trains and makes training‑related recommendations to staff on new operations.
  • Analyzes procedures to identify deficiencies and recommends improvements to management.
  • Attends pre‑construction meetings and answers questions from contractors and other attendees.
  • Ensures adequate levels of equipment and materials are assigned to projects and that material tests are performed and meet required standards.
  • May assist in planning and coordinating office operations.
  • May serve as a lead worker or project leader.
  • Documents work progress and issues arising throughout the scope of the project.
  • Mentors and develops technical employees in test and inspection procedures and material specifications.
  • Performs other job responsibilities as assigned.
Essential Duties – Construction Inspector VI
  • Includes all essential duties listed for Construction Inspector V.
  • Ensures contractors build roadways, bridges, and related highway structures and/or airport improvements in accordance with plans and specifications.
  • Observes and inspects ongoing construction work.
  • Performs other job responsibilities as assigned.
Minimum Qualifications – Construction Inspector V
  • Education:

    High School graduate or equivalent in general high school studies.
  • Experience:

    4 years of experience in construction inspection or transportation engineering (full‑time or prorated part‑time). Related college education or technical training may be substituted for experience at a one‑year‑per‑year basis.
  • Licenses and

    Certifications:

    Valid driver's license; position requires driving a state vehicle.
Minimum Qualifications – Construction Inspector VI
  • Education:

    High School graduate or equivalent in general high school studies.
  • Experience:

    5 years of experience in construction inspection or transportation engineering (full‑time or prorated part‑time). Related college education or technical training may be substituted for experience at a one‑year‑per‑year basis.
  • Licenses and

    Certifications:

    Valid driver's license; position requires driving a state vehicle.
Preferred Qualifications
  • Extensive knowledge of seal coat applications and other related pavement preservation techniques.
  • Knowledge of herbicide application techniques and planning.
Competencies – Construction Inspector V
  • Extensive knowledge of applicable plans, specifications and estimates preparation, review, processing and compliance requirements; applicable inspection methods, procedures and techniques; applicable testing methods, processes and procedures; basic traffic management and control procedures.
