Municipal Civil Engineer

This role offers the opportunity to join a growing, multi-location municipal engineering firm as a Municipal Project Manager, Municipal Project Engineer, or Municipal Design Engineer based in Warrington, PA, with collaboration across offices in Pennsylvania and New Jersey. You will provide civil engineering services to townships and boroughs, lead or support municipal projects, and contribute to stormwater, land development, and public works initiatives while helping expand the firm's presence in public, private, and municipal markets.

Responsibilities

  • Represent municipal clients as Township or Borough Engineer, serving as a primary or supporting municipal consultant.
  • Attend and actively participate in municipal meetings to present technical information, respond to questions, and support decision-making for clients.
  • Review subdivision and land development plans for conformance with municipal and local ordinances, including zoning, grading, stormwater, escrow accounts, and construction administration requirements.
  • Oversee and perform stormwater management and drainage design, including detention basin design and rehabilitation, erosion control, and infrastructure improvements.
  • Lead or support public works and infrastructure rehabilitation projects, ensuring compliance with applicable codes, standards, and regulations.
  • Assist with and manage various state and local permitting processes, including NPDES and other environmental and utility-related permits.
  • Prepare technical reports, including technical memorandums, feasibility studies, engineering assessment reports, and design documentation.
  • Provide construction support services such as contract administration, project coordination, permitting support, and budget management throughout project execution.
  • Manage municipal accounts, including reviewing development plans, tracking escrow accounts, and coordinating with municipal staff and stakeholders.
  • Review subdivision plans and utility plans submitted by developers for approval, ensuring alignment with municipal standards and design best practices.
  • Prepare and submit permit applications and supporting documentation for municipal and site development projects.
  • Perform detailed site design and site plan development, including grading, drainage, wastewater, and related civil engineering components.
  • Develop and maintain strong client relationships, focusing on retention, service quality, and long-term partnership with municipal and utility clients.
  • Engage in business development activities to secure new municipal clients, expand services to existing clients, and support growth in municipal and utility engineering.
  • Collaborate with multidisciplinary teams across multiple office locations to deliver high-quality engineering solutions and share best practices.

Essential Skills

  • Bachelor of Science degree in Civil Engineering or equivalent field.
  • For Municipal Project Manager roles: 12–15 years of experience in municipal engineering, municipal client representation, subdivision and land development plan review, stormwater and drainage plan review, MS-4 programs (including PRPs) on behalf of municipal clients, and public works design.
  • For Municipal Project Engineer roles: 7–10+ years of experience in municipal engineering, municipal client representation, subdivision and land development plan review, stormwater and drainage plan review, MS-4 programs (including PRPs) on behalf of municipal clients, and public works design.
  • For Municipal Design Engineer roles: minimum 2 years of experience in municipal design and/or municipal plan reviews.
  • Registration as a Professional Engineer (PE) in Pennsylvania is required for Project Manager and Project Engineer positions.
  • Experience with municipal account management in a primary or backup role for Project Engineer and Project Manager levels.
  • Demonstrated experience in stormwater management design, detention basin design and rehabilitation, grading, drainage plan development, and erosion control.
  • Proficiency in civil engineering principles related to site development, site design, wastewater systems, and public infrastructure.
  • Ability to interpret and apply municipal ordinances, zoning codes, subdivision and land development regulations, and construction administration requirements.
  • Strong technical writing skills for preparing reports, technical memorandums, feasibility studies, and engineering assessments.
  • Experience providing construction support services, including contract administration, project coordination, permitting, and budget oversight.
  • Effective communication and presentation skills for interacting with municipal officials, clients, and project stakeholders.
  • Ability to manage multiple projects, prioritize tasks, and meet deadlines in a consulting environment.

Additional Skills & Qualifications

  • Some experience with AutoCAD Civil 3D is preferred for all levels of the role.
  • Experience with Hydrocad or similar stormwater modeling tools is beneficial.
