Overview

Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. The work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self‑supervising and assume direct accountability for the work product.

Duties
  • Acts as consultant to staff engineers to coordinate construction operations.
  • Acts as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management and/or traffic safety projects.
  • Advises staff engineers.
  • Assists Area Engineers with construction contract administration matters.
  • Assists in the development, preparation and letting of maintenance contracts for the district.
  • Directs construction operations to include review of shop drawings, compliance with regulations and approval of letting advertising.
  • Makes presentations and represents TxDOT.
  • Meets with appropriate Department supervisors and/or sections, law enforcement agencies and/or city officials to discuss traffic problems and possible solutions.
  • Monitors consultants’ progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
  • Oversees and/or monitors Community Traffic Safety Programs, activities involving preparation of the District Highway Safety Plan and/or the Traffic Safety Office.
  • Oversees and/or performs traffic engineering studies to recommend solutions for high accident locations, to warrant traffic signals and speed zones and to determine capacity and channelization of the highways.
  • Participates in district plan review activities.
  • Prepares correspondence and reports.
  • Performs other job responsibilities as assigned.
Minimum Qualifications
  • Education
    :
    Bachelor's degree in engineering or related science. Bachelor's or higher degree accepted by TX PELS.
  • Experience
    : 4 years in transportation engineering. Experience can be satisfied by full‑time or prorated part‑time equivalent. Related graduate level education may be substituted for experience on a year‑per‑year basis.
  • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications
  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Professional Engineer.
  • Professional engineers licensed in another state in the United States, but not currently licensed in Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

    • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements.

    • Budgeting methods and procedures.
  • Expert skill in:
    • Applying engineering principles, practices, and methods in job responsibilities.
  • Proficient skill in:
    • Supervising technical staff.
    • Developing, interpreting, and implementing policies, procedures, and technical information.
    • Planning methods, techniques, and strategies.
    • Overseeing and coordinating projects and program activities.
    • Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees.
Physical Requirements and Working Conditions
  • Subject to environmental conditions; protection from weather but not temperature changes.
  • Light work: lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
  • Standing – prolonged periods of time.
