Position Overview
We are seeking an experienced and detail-oriented Program Finance Manager to join our Program Finance and Analysis Department in the Applied Research Laboratory (ARL) at Penn State University.
Responsibilities- Verify financial controls and audit compliance with university policy and procedures.
- Assure approval paths, roles, and authorizations are established based on appropriate access and controls.
- Manage budgets for all funds – sponsored research, overhead, and fee – and assist in the budget development process.
- Approve or oversee approval of all financial documents and transactions, including purchasing card and travel.
- Prepare and coordinate budget management advice, training, and policies/procedures.
- Prepare reports, analyze trends, forecast funding profiles, base estimates, overhead spending, and service centers.
- Prepare and oversee portfolio of sponsored research funding, including completion of Estimate to Complete (ETC) budgets.
- Supervise employees, including coaching, mentorship, and performance management.
- 8+ years of relevant experience, including 3+ years of supervisory experience, or equivalent education and experience.
- Experience in complex financial reporting, budgeting, and forecasting.
- Strong problem‑solving, analytical, and organizational skills.
- Proficient in Microsoft Office (Word, Excel, Outlook).
- Ability to communicate clearly verbally and in writing.
- Adaptability in a fast‑paced environment.
- Current eligibility for a security clearance at the Secret level or higher (subject to background investigation if required).
- Experience supporting the financial management of awarded programs for the Navy, DoD, IC, or other government and industry sponsors.
- Proficient knowledge of government contracting or DOD industry.
- Successful completion of the PSU ACES course.
- Location:
Full‑time on‑site in State College, PA with hybrid options based on project requirements. - Occasional travel to other ARL locations may be required.
- Background checks and security clearance requirements in accordance with university policies.
Bachelor's Degree. No required certifications.
