The Fiscal Operations Manager role supports all areas of fiscal operational excellence at the University. The incumbent performs advanced bookkeeping duties in recording, reviewing, processing, and controlling financial records and documentation ensuring the compliance of all new and restricted/ sponsored programs. Work involves detailed examination of a variety of records and documents for propriety, quality, and accurate conformance to established fiscal procedures and university policies.

The work is performed independently within a framework of prescribed accounting procedures and university regulations. The role operates within the Title III Part B Grant and works under the supervision of the Senior Director of ORSP/ Title III.

Requirements

1. Serve as the primary business support for financial applications, ensuring they align with finance processes, compliance requirements, accounting standards, organizational policies, and evolving business needs.

2. Support current state assessment and analysis of all current and indigent grants, leveraging reporting, technology tools and dashboard techniques and systems to develop a portfolio health analysis of

Ability to prioritize and manage tasks in order of importance. This is necessary in supporting the offices with sensitive tasks

4. Deploy project management skills, helping to manage many time-sensitive tasks. This role is designed to help improve productivity across the department and finance division, while meeting critical deadlines. Needed in the ORSP and Grants Office.

5. Lead continuous improvement to optimize finance workflows (purchasing, expense management, AP, Approvals, budgeting and reporting across the division of finance, in compliance with the continuous improvement goals of the Title III Grant

6. Ensure data accuracy and consistency across financial systems through rigorous, systematic data review and partnership.

7. Understand the Generally Acceptable Accounting Principles (GAAP), and apply to the organization of electronic records for the Grants administration office, SFS and Division of Finance

8. Exercise critical thinking skills by analyzing financial information objectively and make a reasonable, sound judgment across critical decisions needed for the operation of the Grants Office.

9. Problem solving skills: troubleshooting issues by identifying the problem and creating solutions. Evaluating options and implementing a plan to resolve the issue.

Team Building skills: as a leader, true commitment is needed to ensure personal and professional growth of team members. This includes developing positive relationships among the team members.

10. Serve as a supporting Certifying official for the review of all Grants submissions conducted by Cheyney University

11. Leverage expertise in all relevant Codes of Federal regulations, as well as state and regulatory body requirement, in order to support the Senior Manager of Restricted Accounting and the T3/ORSP Director
