Job Description

The Permitting Compliance Manager will act as primary regulatory contact and expert for all permitting, reporting and regulatory actions and regulatory agency issues within the organization as it relates to internal/external facilities and operations. Review and interpret analytical data related to air, water, and waste, and assist local management with processes and procedures to remain below permit and regulatory limits. Manage notices of violations (NOVs) to mitigate impact to the company.

Ensure the environmental management system (currently SEM) is accurate and up to date as it relates to permits and environmental requirements. Responsible for tracking all regulations related to EPA and state and local environmental agencies. Working with new acquisitions on integration of permitting, develop programs, policies and training for the organization around environmental regulations related to their facilities and establish standards for audit programs for their areas.

Responsibilities
  • Identify all applicable environmental regulations, permitting requirements and reporting requirements; develop programs around regulations to be implemented in the field.
  • Provide regulatory support for active acquisitions; evaluate processes and implement changes to programs, training, and policies to ensure a smooth transition as new companies are acquired.
  • Work with internal and external operations teams to ensure that permit conditions are being met—including reporting on required elements in the permit or regulations, ensuring that required sampling/testing is being conducted and periodic auditing is done to ensure compliance.
  • Meet with regulatory agencies as required for permitting, regulatory actions and reporting, and on pending changes to regulations/legislation or new activities.
  • Participate with the Government Affairs team on development of regulations, new regulation or legislation changes, and provide regulatory expertise and guidance on issues related to their area; provide support to Government Affairs on issues related to customer situations arising from regulatory requirements.
  • Frequent contact with various levels of Clean Earth personnel regarding permitting issues, concerns and renewals—and work with auditing teams to ensure conditions are met per regulations or permits.
  • Regular contact with regulatory agencies regarding updates and changes to regulations, permitting and reporting; provide regular support to Government Affairs on regulations and regulatory actions for customers.
  • Perform other reasonably related tasks as assigned by management.
Basic Qualifications
  • Bachelor’s degree in a science, healthcare, or environmental discipline, demonstrating knowledge of environmental regulation and compliance with experience managing customer compliance programs.
  • Five or more years of experience, demonstrating the ability to manage internal and external customer relationships.
  • Experience with environmental regulations including, but not limited to EPA, DOT, and standards and codes as they apply to various industries.
Preferred Qualifications
  • Attainment of one or more environmental certifications.
