Job Description:

JOB SUMMARY

Responsibilities of this position are divided into four critical areas with projected emphasis as follows:

  • 50% - the Community Resilience Coordinator is responsible for a range of community resilience outreach, public-private partnership building, school & daycare safety/preparedness, and assists in the development, coordination, and execution of community resilience and recovery initiatives, preparedness, mitigation, response and recovery planning, and technical assistance visits;
    Is the primary POC for access and functional needs community planning and planning assistance; works with NGOs on building shelter and mass evacuation, mass housing, and mass care plans; FEMA Community Lifelines focus - Food, Water, Shelter, Agriculture and Business.

  • 35% - Liaison to Volunteer Organizations within the county including, but not limited to, Fire Police Task Force, Critical Incident Stress Management (CISM), Medical Reserve Corps (MRC), Citizen’s Corps, Community Emergency Response Team (CERT), American Red Cross, County Animal Response Team (CART), Voluntary Organizations Active in Disasters (VOAD), and implement and coordinate Lancaster County EMA’s Duly Enrolled Volunteer program; and

  • 15% - Community resilience education through development and promotion of public education and awareness / registration for public safety-related mass notification systems, maintain website information during preparedness, response and recovery campaigns, and support the Lancaster County Administration public information needs related to available preparedness, mitigation, and recovery resources, before, during, and after a disaster/event.

REPORTING RELATIONSHIPS
  • The Community Resilience Coordinator/Volunteer Liaison reports to the Director of Emergency Management or to the Deputy Director in the absence of the Director.
ESSENTIAL JOB FUNCTIONS
  • Develop and maintain the Lancaster County EMA’s website information related to emergency preparedness, community resilience, and health preparedness education.

  • Provide technical assistance to public and private subscribers of the Lancaster County public notification system to include email and phone support and contact list maintenance.

  • Supervises and oversees the County-wide emergency management volunteer program(s), including the assessment of needs, recruitment, training, placement, and sustainment of volunteers; includes CERT, MRC, VOAD, Citizen’s Corps, LCART, and the LEMA Volunteer internship programs.

  • Assists with the development of recovery phase specific plans and documentation, including the Community Resilience Program and the County Continuity of Operations Planning (COOP) program.

  • Provide business continuity planning support to public and private partners in development of continuity of operations plans for critical infrastructure including long-term care and day care facilities, companies, and other community groups.

  • Serve as the LEMA liaison to various community volunteer organizations within Lancaster County, including but not limited to the Rotary Club, American Red Cross, Lancaster Ministries, and the Water Street Ministries.

  • Work directly with community agencies, as well as County Government Services liaisons, to develop and maintain plans focused on supporting County residents with access and functional needs, and serve as the County liaison to the South-Central PA Task Force Access and Functional Needs Subcommittee

  • Serves as a department Duty Officer (DO) on a rotating schedule

  • Works with Local, State and Federal Agencies, as required

  • Availability to work uncommon tours of duty, including after-hours, weekends and holidays as needed
