CODE ENFORCEMENT OFFICER

Position Summary

The Code Enforcement Officer reports to the Director of Housing and Community Development and is responsible for administering and enforcing Township property maintenance ordinances and related regulations. The position investigates complaints, conducts property inspections, identifies violations, communicates with property owners and residents, and coordinates enforcement actions to achieve compliance with applicable Township requirements.

Essential Duties and Responsibilities
  • Investigate complaints and potential violations of Township property maintenance ordinances and related Township regulations.
  • Conduct inspections of residential, commercial, and other properties to identify property maintenance violations and unsafe, unsanitary, or nuisance conditions.
  • Document property conditions through inspection reports, photographs, correspondence, and other appropriate records.
  • Issue notices of violation, orders, citations, and other enforcement documents in accordance with Township ordinances and established procedures.
  • Communicate with property owners, tenants, landlords, contractors, and responsible parties regarding violations and required corrective actions.
  • Monitor properties with outstanding violations and conduct follow-up inspections to determine compliance.
  • Coordinate with the Director of Housing and Community Development, Township Solicitor, and other Township departments regarding enforcement matters.
  • Maintain accurate and complete records of complaints, inspections, violations, notices, citations, and corrective actions.
  • Prepare correspondence, reports, case documentation, and other materials related to property maintenance enforcement.
  • Attend hearings, meetings, and other proceedings related to property maintenance enforcement and provide testimony or documentation when required.
  • Respond to inquiries from residents, property owners, businesses, and members of the public in a professional and courteous manner.
  • Assist with the administration and interpretation of Township property maintenance ordinances and related policies and procedures.
  • Maintain knowledge of applicable Township ordinances, Pennsylvania laws, regulations, and property maintenance requirements.
  • Perform other related duties and responsibilities as assigned.
Required Knowledge, Skills, and Abilities
  • Knowledge of property maintenance principles, practices, and requirements.
  • Knowledge of municipal property maintenance ordinances and enforcement procedures.
  • Ability to interpret and apply Township ordinances, policies, and applicable property maintenance requirements.
  • Ability to identify property maintenance violations and document conditions accurately.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to deal professionally and effectively with difficult or confrontational situations.
  • Ability to establish and maintain effective working relationships with property owners, residents, tenants, contractors, Township employees, officials, and the general public.
  • Ability to prepare accurate inspection reports, notices, correspondence, and other documentation.
  • Ability to organize and prioritize multiple cases and meet established deadlines and maintain accurate case files and records.
  • Proficiency with Microsoft Office applications and computerized recordkeeping systems.
Preferred Skills
  • Experience in municipal property maintenance or code enforcement.
  • Knowledge of Pennsylvania municipal government operations and property maintenance enforcement procedures.
  • Knowledge of housing maintenance standards and common residential and commercial property conditions.
  • ICC Property Maintenance certification or training or related to property maintenance & code enforcement.
Minimum Qualifications
  • High school diploma or equivalent.
  • Two (2) years of experience in property maintenance, code enforcement, housing inspection, municipal government, construction, or a related field preferred.
  • Any equivalent combination of education, training, and experience that provides the knowledge, skills, and abilities necessary to successfully perform the essential duties and responsibilities of the position.
  • Valid Pennsylvania driver's license required.
Scope of Authority
