About the Job

The Residential Manager oversees the day-to-day operations of a residential care facility serving individuals with intellectual disabilities and/or behavioral disorders under ODP 6400 Regulations. This position ensures that the facility operates in compliance with all regulatory requirements, providing high-quality care, supervision, and support to individuals in accordance with their Individual Support Plans (ISPs). The Residential Manager is responsible for managing staff, maintaining a safe and supportive environment, and working closely with families, service providers, and other stakeholders.

Key Responsibilities
  • Ensure compliance with ODP 6400 Regulations and other applicable federal, state, and local laws.
  • Supervise and provide leadership to direct care staff, ensuring they are trained, supported, and perform duties in alignment with policies and regulations.
  • Oversee the implementation and monitoring of individualized care plans and ISPs for each resident.
  • Provide direct support and supervision to residents, ensuring their safety, well-being, and personal development.
  • Conduct regular assessments of residents  needs, making adjustments to care plans as necessary.
  • Manage the daily operations of the residential facility, including maintaining cleanliness, orderliness, and a homelike environment.
  • Monitor and track the health and medication needs of residents, ensuring proper documentation and reporting of any medical or behavioral changes.
  • Ensure that all incidents are documented and reported according to agency policies and regulatory requirements.
  • Assist in developing, implementing, and reviewing policies and procedures that ensure high-quality care and compliance with regulatory standards.
  • Collaborate with external service providers, families, and other stakeholders to ensure that residents’ needs are met and concerns are addressed.
  • Conduct regular staff meetings and provide performance feedback to team members.
  • Participate in the recruitment, hiring, and training of new staff members.
  • Ensure that all required documentation, including training, incident reports, and care plans, are completed accurately and on time.
  • Prepare and manage budgets for the residential care program, including cost-effective purchasing and resource allocation.
  • Provide on-call support as needed for emergency situations and to ensure the continuous operation of the facility.
Qualifications
  • Bachelor’s degree in Social Work, Human Services, Nursing, or related field (preferred).
  • Minimum of 3 years of experience in residential care for individuals with intellectual disabilities or related populations.
  • Knowledge of ODP 6400 Regulations and other relevant state and federal regulations.
  • Strong leadership and team management skills.
  • Ability to communicate effectively with residents, families, staff, and external partners.
  • Excellent organizational and time management skills.
  • Ability to respond to crisis situations calmly and effectively.
  • Valid Pennsylvania driver’s license and reliable transportation.
  • First Aid and CPR certification (or ability to obtain within 6 months of hire).
  • Must pass criminal background check, child abuse clearance, and drug screening.
Working Conditions
  • Full-time position, with occasional evening or weekend hours required.
  • The position may involve physical tasks, including lifting, and assisting residents with mobility.
  • Must be able to handle stressful situations and maintain a professional demeanor at all times.
