Job Description HII – Mission Technologies is seeking a Contracts Specialist to support our team onsite at Tobyhanna Army Depot. This role fwill focus on post‑award contract management, ensuring compliance, documentation accuracy, and effective coordination with internal and external stakeholders. The ideal candidate will bring 3–5 years of relevant experience and a strong understanding of contract administration practices. Salary Information:
Salary is based on a number of factors, including experience, education, skill set, internal equity, and market alignment. We are ideally targeting a level 2 applicant. Contracts Specialist 2: $56,608 – $80,868 Contracts Specialist 3: $70,097 – $101,097 Essential

Job Responsibilities Conduct full-spectrum contract administration activities, including proposal preparation, contract negotiation, customer communication, and fulfillment oversight. Review and verify estimates for materials, equipment, services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepare bids and process specifications, progress reports, and other contractual documentation; maintain accurate historical contract files and data. Advise management and stakeholders regarding contractual rights, obligations, and potential risks.

Support market research efforts and assist in developing Performance Work Statements (PWS) and Justification & Approval (J&A) documents. Participate on or support source selection teams to ensure compliance with acquisition policies and evaluation requirements. Apply expertise in U.S. Federal Contracting, with specific familiarity with Army Contracting Command regulations, policies, and procedures. Administer individual contracts or task orders valued at $10M or more, ensuring proper execution and compliance.

Collaborate effectively with Army Contracting Command personnel and technical Subject Matter Experts to develop requirements and manage contract performance. Monitor contractor performance, track deliverables, process contract modifications, maintain compliance with the Federal Acquisition Regulation (FAR), and ensure timely issue resolution. Prepare clear, concise, and accurate written documentation, demonstrating strong professional writing skills.

Minimum Qualifications Contracts Specialist 2 requires 3 years relevant experience with Bachelors in related field; 1 year relevant experience with Masters in related field; or High School Diploma or equivalent and 7 years relevant experience.
