Location: Bensalem

Supervisory procurement professional responsible for directing inventory control, surplus property disposal, and purchase inspection activities for the City’s central procurement agency. This position supervises staff investigating inventory discrepancies, sale of surplus, obsolete and unserviceable property, and ensures compliance through city‑wide purchase inspections. The employee also participates in procurement work as needed and interacts with departmental officials, vendors, and contractors to resolve issues and maintain adherence to standards.

Responsibilities
  • Supervise staff responsible for investigating inventory discrepancies for materials, supplies, and personal property.
  • Oversee sale of surplus, obsolete, and unserviceable City property.
  • Conduct city‑wide purchase inspections to ensure compliance with procurement policies and procedures.
  • Participate in all procurement activities when necessary.
  • Interact with departmental officials, vendors, and contractors to resolve procurement issues and gain acceptance of prescribed standards and procedures.
Qualifications
  • Presently employed by the City of Philadelphia with permanent Civil Service status in the Procurement Department and a satisfactory performance rating or higher.
  • Minimum education equivalent to completion of the twelfth school grade.
  • Four years of stores worker experience receiving, storing, and/or issuing supplies, or three years of clerical experience in a procurement or purchasing environment (contract bidding, processing, support, or inventory control).
  • One year of experience as a Procurement Special Services Officer or equivalent performing technical and compliance activities for inspection of purchased commodities, services, supplies, food and food services, and independent vendor performance evaluation.
  • Ability to physically perform job duties and work in required environmental conditions.
