This corporate service line position reports directly to the UPHS Corporate Director of Emergency Management and Safety.

Position

Corporate Manager of Business Continuity Management (BCM) — part of UPHS's Emergency Management and Safety Management team. The Corporate Manager of BCM will define and apply the company s unified business continuity management objectives by working closely with the program leadership team, partner organizations, technical staff, and business units. The role bridges business continuity, emergency management and disaster recovery into a cohesive whole.

It designs and implements scalable solutions aligned to the company s goals to address business objectives and requirements.

Within this role, the Corporate Manager of BCM is responsible for operational Business Continuity (BC) management and Disaster Recovery planning and has general oversight for the enterprise to proactively monitor and improve the programs, maintain compliance, and increase business engagement and awareness. This includes addressing operational discipline, business processes and procedures to improve enterprise response and recovery capabilities. The role partners with the Corporate Manager of Emergency Planning to ensure appropriate engagement and escalation protocols to support incident response and recovery.

It coordinates with UPHS Corporate Leadership, Information Technology Leadership, and entity leadership to consult on the design, development and deployment of tools and capabilities to meet evolving business needs. During crisis situations, in collaboration with Emergency Planning the Corporate Manager of BCM will update and consult with Executive Committee members on recovery declaration, material changes to operations and recovery progress.

Accountabilities
  • Direct and create the enterprise strategy for business continuity management, including the disciplines of business continuity, crisis/emergency management and disaster recovery. Plan, develop, organize, implement, evaluate and direct assigned portions of UPHS BCM in accordance with applicable standards and policies.
  • Assist entity Facility Directors by maintaining, developing and monitoring BCM plans to help establish compliance with key Joint Commission and CMS requirements for Business Continuity Planning.
  • Coordinate with internal partners and external consultants to develop and operationalize BCM objectives, including completion of Business Impact Analyses, service recovery tiers, recovery metrics, and mapping of services into tiers. Work with IT to identify IT services and service level objectives. Facilitate the integration of BCM information into a software platform that expands scope to the department level of UPHS entities.
  • Create and manage the BCM budget to achieve strategic objectives and financial targets. Oversee enterprise-wide BCM lifecycle components: governance, risk assessment, business impact analysis, strategy, planning, exercises/tests, training/awareness and continuous program improvement.
  • Direct and provide oversight of the matrixed IT Disaster Recovery Program and staff to ensure alignment with BCM objectives. Develop program documentation (policies, procedures, frameworks, templates, work instructions) and oversee standards, SOPs, playbooks, escalation protocols for the BCM organization.
  • Review and select enterprise BCM systems, tools and services to ensure effective planning, testing and recovery. Manage a control self-assessment framework and coordinate audits and regulatory reviews. Build relationships with senior leaders in HR, IT, Legal, Compliance, Travel, Government Affairs and Communications.
  • Oversee the design and implementation of the federated BCM structure, enterprise training on BCM practices, and delivery of 24x7x365 programs for enterprise response and recovery. Ensure timely delivery of after-action reports.
  • Design and deliver metrics supporting program evolution and awareness. Lead program strategy and deploy systems that ensure compliance with laws, regulations and best practices; deploy integrated systems to support response and service delivery.
  • Perform duties in accordance with Penn Medicine and entity values, policies, and procedures; perform other duties as assigned.
