Position Overview

As Director of the Risk Management Center (RMC) within the U.S. Army Corps of Engineers’ (USACE) Institute for Water Resources (IWR), you will lead a nationally recognized team operating at the forefront of dam safety, risk analysis, and infrastructure security approaches, practices, and technologies. This is a senior leadership role with the USACE necessitating close coordination with Engineering and Construction Directorate leadership.

As such, it offers the opportunity to drive innovation, shape policy, and champion engineering excellence across the Corps’ vast infrastructure portfolio. You will inspire and guide programs that set new standards in analytical techniques and risk management, ensuring the safety and resilience of the nation’s water resources. As a visionary leader, you will represent USACE on the national and international stage, forging partnerships with senior leaders, technical experts, and stakeholders to advance the mission and impact of the Institute for Water Resources and the broader United States Army Corps of Engineers.

Description

of Assignment / Duties
  • As a member of the Institute for Water Resources Corporate Board, directs the Risk Management Center, setting strategic vision, technical direction, and programmatic goals and standards for dam and levee safety, risk analysis, and infrastructure security across USACE.
  • Oversees the development and implementation of advanced analytical methods, engineering assessments, and risk and reliability analyses for dams and related public works infrastructure.
  • Provides national leadership in training, technical assistance, and policy development for dam and levee safety, engaging with USACE field offices, federal and non‑federal agencies, and international partners.
  • Supervises and manages a multidisciplinary team of engineers and technical specialists, including Directories of Expertise (RRDX) and regional Cadres, ensuring availability of required technical expertise supporting effective program execution and staff development.
  • Serves as the authoritative source and technical expert for USACE on dam and levee safety and risk management, representing the Corps in national and international committees, conferences, and professional forums.
  • Establishes and approves policies, procedures, and criteria for research, training, and technical assistance, ensuring alignment with USACE, Army, and Department of War objectives.
  • Directs and approves special studies, risk assessments, and remediation projects, prioritizing efforts in coordination with senior oversight groups and stakeholders.
  • Manages administrative functions including personnel actions, resource allocation, budget oversight, and compliance with equal employment opportunity and affirmative action programs.
  • Maintains high‑level contacts with senior leaders, technical experts, and academic partners to ensure state‑of‑the‑art practices and continuous improvement in dam safety engineering.
Minimum Experience Requirement

Must have one year of specialized experience equivalent to at least the GS‑14 grade level in the Federal service which includes:

  • Directing national programs to improve dam safety engineering, risk analysis, and infrastructure security for a large organization.
  • Providing executive leadership and strategic oversight for technical and administrative operations in dam safety and risk management.
  • Establishing and implementing policies for research, training, and technical assistance in dam and levee safety.
  • Representing the organization as a recognized expert at national and international forums and collaborating with federal, state, and academic partners.
  • Approving and prioritizing special studies, risk assessments, and remediation projects to enhance public works safety.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS‑14). Some federal jobs allow you to substitute your education for the required experience to qualify. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.
