Description of WorkThis position leads the daily operation of the Secure Treatment Unit at the Loysville Youth Development Center and ensures that residents receive safe, structured, and effective services. It is responsible for supervising staff, coordinating treatment efforts, and maintaining program quality. As a Youth Development Counselor Manager, you will perform the following duties:
- Program Leadership: Guide the Secure Treatment Unit by setting goals, reviewing work, and ensuring effective program operations
- Staff Supervision: Oversee subordinate employees, provide coaching, and conduct performance evaluations
- Resident Safety: Maintain a secure environment by monitoring activity and preventing unsafe behaviors
- Case Management: Direct the development of resident treatment plans and coordinate services with partners
- Team Coordination: Lead meetings and ensure that staff work together to provide consistent and supportive care
- Compliance Oversight: Ensure that procedures, documentation, and training follow all required standards and policies

Work Schedule and Additional Information:
- Full-time employment, 37.5 hours per week
- Work hours include 7:00 AM to 3:00 PM, 9:00 AM to 5:00 PM, 2:00 PM to 10:00 PM, and 3:00 PM to 11:00 PM;
Monday - Friday; with a 30-minute lunch. - Travel is required.
- Telework: You will not have the option to telework in this position.
- Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $77,379.00 (before taxes).

Minimum Experience and Training Requirements:
- One year of experience as a Youth Development Counselor Supervisor (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration).
- Two years of professional counseling experience with court adjudicated or socially maladjusted individuals in an organized program, one of which was supervisory, and a bachelor's degree in the behavioral sciences, special education, juvenile justice, or criminal justice; or
- An equivalent combination of experience and training that includes two years of professional counseling experience, one of which was supervisory, with court adjudicated or socially maladjusted individuals in an organized program.
