Workforce Coordinator
The Workforce Coordinator is responsible for coordinating employment and training programs offered through Workforce Development initiatives and programs within the Department of Workforce Development (DWD) and as assigned by the Chester County Workforce Development Board through the Chester County Workforce Development Board Director and the department's Deputy Director.
Basic Workforce Coordinator Roles:
- Oversee Provider/Subcontractor contracts and program services. Provide technical assistance and outline corrective action(s) as appropriate.
- Review issues that arise and prepare recommendations to solve; direct decisions to the Workforce Development Manager, appropriate agencies and individuals.
- Plan, prepare, and implement state and federally-funded grants as delegated by the Workforce Development Manager.
- Prepare all monthly and annual state reports as delegated by the Workforce Development Manager.
- Review correspondence and directives from the Workforce Development funding institutions in order to keep abreast of current requirements for participant eligibility within the Workforce Development Initiatives.
- Design and implement procedures and processes that promote efficient and effective contract administration internally and externally with subcontracted agencies.
- Provide technical assistance to all subcontracted agencies to introduce best practices and implement new initiatives to improve and expand program performance and compliance with regulations.
- Monitor contracts and programs to ensure success and compliance with program guidelines.
- Monitor program funds expended by subcontracted agencies to ensure program compliance.
- Maintain up-to-date knowledge of program regulations and changes.
- Monitor client activity and subcontractors case management services.
- Coordinate and evaluate data entered into Commonwealth Workforce Development System (CWDS).
- Provide CWDS data entry backup when necessary and as requested by the Workforce Development Manager.
- Participate in Career Link Staff Meetings as well as any other Workforce Development Meetings assigned to this position by the Workforce Development Manager.
- Act as the Chester County Workforce Development Board Area representative on the PA Partners Technical Work groups as assigned.
- Attend and represent the local workforce development area at annual conferences, seminars, workshops, community meetings and County-related meetings as appropriate.
- Develop a comprehensive understanding of and assist in the successful implementation and accomplishment of programs and activities that fulfill DWD's mission and Strategic Business Plan Initiatives. Workforce Development Coordinators will pay particular and specific attention to achieving the performance measurements outlined in the Career and Workforce Development and Youth Development Activities.
- Adhere to all policy, procedures, guidance and regulations set forth by the State and Federal entities, such as the Department of Labor, PA Department of Labor & Industry and PA Department of Human Services, and as it relates to the Workforce Innovation and Opportunity Act (WIOA). This includes following all the Federal Uniform Guidance.
- Perform other duties, tasks and special projects, as assigned
Title I WIOA Workforce Coordinator:
- Act as the Commonwealth Workforce Development System (CWDS) Coordinator for the Chester County Workforce Development t Board (WDB) when request are made as it realtes to the coordinator position.
- Responsible for completing all data entry and maintenance of the CWDS within external and internal program timelines as it pertains to Workforce Development Board Area Youth, Adult, Dislocated Worker, Incumbent Worker and other programs as needed.
- Attend regular state-hosted CWDS training opportunities.
- Generate CWDS reports for DCD and Workforce Development Team as required and requested.
- Train new users in CWDS system for Bureau of Workforce Development Program initiatives.
