Job DescriptionJOB SUMMARY
- The Deputy Director of Purchasing is responsible for performing all facets of County government procurement including but not limited to preparing and coordinating invitation for bids and requests for proposals, awarding contracts and prepare, review and award County purchase orders, as well as provide direction and supervision of buyers and operations team engaged in purchasing and delivery of goods and services within the County.
- The goal of the Deputy Director of Purchasing, as directed by the Director of Purchasing, is to meet the purchasing needs of County departments within the guidelines of State and County policies and procedures.
REPORTING RELATIONSHIPS
- This position supervises one (1) Buyer III, three (3) Buyer II, four (4) Buyer I positions, as well as the Operations team, and Courier.
- The Deputy Director will report directly to the Director of Purchasing.
ESSENTIAL JOB FUNCTIONS
- Manage the day-to-day workflow of the Buyers, as it relates to the procurement function to ensure timely delivery of goods and services to meet County requirements. This includes assignment of IFB/RFP's after consultation with Director.
- Manage the day-to-day workflow of Operations Team, as it relates to the timely receipt and delivery of mail, office supplies, and other goods.
- Supervise, manage, and evaluate work of Purchasing Team, providing coaching and mentoring as necessary.
- Assists with the training and development of Purchasing Team to ensure sufficient cross-trained to maintain continuity departmental of services.
- In consultation with Director, interviews and makes recommendations regarding new hires, terminations and other needed discipline within Purchasing Team.
- Performs department evaluations and updates job descriptions, after consultation with Director.
- Identify and address, after consultation with Director, operational practice and performance inefficiencies.
- Update process and procedure documents, as assigned by the Director.
- Prepare, issue and review Invitation for Bids (IFB), Requests for Proposals (RFP), Requests for Quotations (RFQ), and Requests for Information (RFI).
- Act as the purchasing representative to County departments and commodities, as assigned by Director.
- Assists in the supervision and coordination of multi-county and multi-municipality contracts.
- Analyze and recommend purchasing strategy.
- Prepare and review County purchase orders.
- Perform internal and external customer performance reviews with end users and suppliers.
- Review and obtain any legal opinions needed throughout the procurement process.
- Prepare, review, and manage County contracts, as assigned, in consultation with the Director.
- Oversee contractor or supplier performance.
- Provide guidance or instructions on procurement to County departments.
- Perform as a liaison between County and vendors.
- Oversee preparation of weekly payroll reports for Purchasing department.
- Maintain employee attendance record forms and manage leave requests.
- Manage assigned departmental purchases (P-card) and prepare monthly cardholder activity reports.
- Assist in preparation of Purchasing department annual budget.
- Develop a working knowledge of cooperative contracts available for County procurement.
- Develop a working knowledge of online government resources, particularly State and Costars contracts.
- Develop an understanding with PA County Code, and Lancaster County's policies and procedures.
- Advise the Director of Purchasing of any issues affecting the County or the County departments.
- Participates in the SPCCPB (Southeastern PA Cooperative Purchasing Board), PAPPA (PA Public Purchasing Association), and the Lancaster County Cooperative Purchasing Board.
- Participate, where assigned by the Director, on committees or special projects.
- Perform other duties, tasks and special projects as required.

- Perform all other duties, tasks, and special projects related to position as required.
MINIMUM QUALIFICATIONS
- Bachelor's degree in Business Administration or a related field; OR
- Associate's degree in business administration or in a related field; AND Three or more years of related experience in performing the essential functions of this job; OR
- Three years' experience as a Senior Buyer; OR
- Any equivalent combination of education, experience and training that provides the required knowledge skills and ability to perform this job
